The Urban Watershed Management Branch (UWMB) of the Water Supply and Water Resources Division (WSWRD) of U.S. EPA's National Risk Management Research Laboratory (NRMRL) has a requirement for a demonstration of the performance of an advanced, predictive RTC system on an existing combined sewerage network in the United States. A documented commitment, such as a Letter of Intent, from the municipality or utility operator to provide system installation along with the necessary retrofitting is a prerequisite for purchase order award. The quoter must have financial commitment plans to take all the necessary steps for a thorough and objective evaluation of the RTC system that would meet their needs and the needs of this acquisition. Work to be performed shall include: (1) selection of an RTC system, (2) installation of the RTC system on the selected portion of the sewerage, (3) operation of the RTC system for a duration of one year, (4) performance evaluation of RTC system components, and (5) reporting of theresults. A project report shall be prepared to present all relevant information that is gathered and developed during the period of performance. The report shall be comprehensive and technically accurate and will be subject to a technical peer review. The estimated duration of this project is 36 months from date of award. The proposed acquisition will be processed in accordance with FAR Part 13 -- Simplified Acquisition Procedures. EPA anticipates issuing a firm fixed price purchase order to the quoter whose offer represents the best value to the Government.
