(i) This is a combined synopsis/solicitation for commercial items
prepared IAW the format in Fed. Acquisition Reg. (FAR) Subpart 12.6, as
supplemented w/additional info. included in this notice. This notice
constitutes the solicitation; quotes are being requested; separate
solicitation document won't be issued. (ii) Solicitation number is
DE-RQ08-00NV13903, REQUEST FOR QUOTE (RFQ). Solicitation document and
incorporated provisions/clauses are those in effect through Fed.
Acquisition Circular 97-19. (iv) This requirement is 100% set-aside for
small businesses. Std. Industrial Classification Code is 1731. Size
Std. is $7M (avg. of total sales over 3 yrs. can't exceed the size
std.). (v)Offeror shall provide all materials, labor, and
transportation necessary to provide 12 mos. electrical preventative
maint. for Nevada Support Facility (NSF) at 232 Energy Way, N. Las
Vegas, NV 89030. (vi) The following is statement of work (SOW) for
electrical preventative maint.: Line Item 001 -- Contractor shall
perform biannual testing and maint. on transformers, switchgear,
siwtchboard assemblies, protective relays, metering systems, personnel
protective grounding system, electrical equip. neutral grounding
systems, capacitors, lightning/surge arrestors, surge protection
devices and routine inspections, testing and servicing of electrical
panels to include: loose wires and lugs, heaters, lugs, and indicating
lights, all emergency ballasts for proper function, all lighting
contactors, transformer connections, and switch gear connectors. Vendor
is to develop schedule identifying work to be performed. Line Item 002
-- Provide annual primary injection, thermography, and electrical
circuit testing. Contractor is to provide monthly written report of
potential failure conditions. Disposal of hazardous material will be
done by contractor & copy of certification of disposal, IAW w/EPA
requirements will be provided to DOE/NV. Servicing of transformer
connectors, switchgear connectors, and all scheduled or potential
disruptions of power will be coordinated thru DOE/NV Point of Contact
prior to work being performed. List of equipment: 7 ea 112.5 kva
transformers; 3 ea 75 kva transformers; 2 ea 45 kva transformers; 6 ea
30 kva transformers; 2 ea 15 kva transformers; 2 ea 75 & 50 kva power
conditioners; 1 ea 30 kva power conditioner; 5 ea transient voltage
surge suppressors; 60 ea electrical circuit breaker panels; 1 ea
Cutler-Hammer by-pass maint. switch; 1 ea Cutler-Hammer by-pass
isolation switch; 1 ea GE AV-line switch board (480v); 8 ea GE power
panels; 16 ea feeder breakers; 2 ea main breakers; 1 ea tie breaker; 8
ea GE 8000 Line Control Centers (480 amp); 1 ea GE 300 line control
unit; 2 ea GE heavy duty safety switches (400 amp); 1 ea heavy duty
safety switch (100 amp); 1 ea 480v circuit breaker; 2 ea MGM
transformers (480v); 4 ea Power Con Corp 15 kva 600 amp Model S-12241,
D-9512 load interrupters; 19 ea GE heavy duty safety switches (30
amp); 1 ea emergency shut-down panel; 1 ea line control unit (480v); 2
ea GEdistribution/control unit substations consisting of master unit,
heater & light switches, GE AKD-8 switchgear, main breaker and
secondary disconnect; 1 ea Power Con Corp transition unit; & 1 ea Power
Con Corp metering unit. Contractor is required to document & use
following forms: transformer test report, switchgear check list,
infra-red scan report, air circuit breaker test & inspection report,
disconnect switch test & inspection report, protective relay test
report, current transformer (ct) test record, potential transformer
(pt) test record, & dielectric test sheet. (See website for forms.) The
NSF is a secured facility & requires DOE/NV sign-in and/or escort for
any work to be done. Coordination w/POC is required prior to arrival to
perform work to avoid delays in gaining access to NSF. If access is
denied due to failure to coordinate arrival w/POC, the Gov't won't be
liable for costs of that trip. (vii) Delivery point is NSF, 232 Energy
Way, N. Las Vegas, NV 89030. Acceptanceis at destination. Delivery is
per instructions in para. (iv). NOTE: Following clauses are located at
website: (viii) FAR provision 52.212-1, Instructions to Offerors-Comc'l
Items, applies and following addenda: para (b)(4) In addressing
technical portion of RFQ, offeror must provide their plan to accomplish
work, schedule, and labor plan. (b)(11) An SF-1449 is to be completed
and signed (3 copies) and returned w/quote. (ix) Refer to provision at
52.212-2, Evaluation -- Comc'l Items: evaluation factors are technical
approach, past performance, and price. Technical approach/past
performance, when combined, are equal to price. (x) Offeror is to
complete and return provision at 52.212-3, Offeror Reps & Certs --
Comc'l Items. (xi) Clause 52.212-4, Contract Terms & Conditions --
Comc'l Items is applicable. (xii) Clause 52.212-5, Contract Terms &
Conditions Required to Implement Statutes & Executive Orders -- Comc'l

9:00am PST, at NSF and is LIMITED TO U.S. CITIZENS ONLY. No other tours
