This is a notice of intent to issue a Request for Proposal (RFP) on a non competitive basis in accordance with 10 U.S.C. 2304(c)(1)-"Only One Responsible Source", to Oklahoma State University, 303 Whitehurst, Stillwater OK 74078. This procurement is to extend the current contract for up to 6 months, in support of NASA Headquarters Code FE. The Aerospace Education Services Program (AESP) is a comprehensive education program designed to reach out to the formal and informal education community in all fifty states of the United States and its territories. AESP answers the needs of teachers and students in individual states by supporting each state's educational agenda in educational transition and reform. The AESP trains and provides specialists specifically to provide school programs and teacher workshops about the NASA mission and NASA facts. NASA/GSFC intends to extend the existent contract for a period of 3 months, from November 30, 2000 through Feburary 28, 2001 with three one-month option periods through May 30, 2001, under contract NASW-5043. These services provide a wide range of support and are essential to the HQ environment. OSU has managed the current contract for the past 5 years and has the infrastructure in place to provide these services on short notice, for the brief period. They have the experience, management skills, and trained personnel to carry out the day to day operations and meet required schedules. Because of the time involved in procuring and phase in services from another contractor and because of the short-term nature of the contract extension, OSU is considered to be the only source capable of meeting NASA's needs. Any other firms desiring consideration are requested to fully identify their interest and capabilities within 15 days of the date of publication of this synopsis to the NASA/GSFC office and contact listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determing whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
