COMMERCE BUSINESS DAILY ISSUE OF AUGUST 30,2000 PSA#2675 D -- TRAVEL INFORMATION SYSTEM/HIGHWAY ADVISORY RADIOS The General
Services Administration intends to issue a sole source contract to
Highway Information Systems Inc. (HIS) under the authority of FAR
6.302-1 (a)(2)(ii) and utilizing the Simplified Acquisition procedures
under authority of FAR Part 13. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular (FAC) 97-19. Only one responsible source and no
other supplies or services will satisfy agency requirements. A
justification for Other than Full and Open Competition has been
prepared in support of this acquisition. The objective of this task is
to provide equipment for standard and specialized applications of
Travel Information System/Highway Advisory Radios TIS/HAR. The
following items are required for this system: 1) Central Control
Software Licensed System 2); The General Services Administration
intends to issue a sole source contract to PC900 Pager Based Controller
System; 3) 12_Amber Flashing Beacons (pair) 3); ICW Alert Signage and4)
HIWay Max Stationary HAR System. This requirement involves the
utilization of specialized system configurations which include
proprietary control software, beacon control systems, Black Max
high-efficiency transmitter electronic equipment and Solar Max
self-contained portable broadcast systems which are manufactured
exclusively by HIS. There is no other company that can provide the
equipment or software for full system functionality and integration.
Existing equipment from Phase I was manufactured and installed by HIS
and will be fully integrated into the central control software in
Phases II & III of this project. Specialized technical and engineering
services are required that only HIS can provide. The proposed contract
action is for services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302.

respond to the requirement or submit proposals. All responses received
by 3:00 p.m., PST, 9/8/00 will be considered by the government.
