The U.S. Army Medical Command (MEDCOM) Health Care Acquisition Activity, MEDCOM Contracting Center (MCC), Fort Sam Houston, Texas intends to award a sole source contract to STS International, 215 Union Steet, P.O Box 10, Berkeley Springs, WV 25411. The authority used for other than full and open competition is 10 U.S.C. 2304(c) (1), and FAR 6.302-1(a)(2)(i). MCC received an unsolicited proposal from STS International entitled "Joint Assessment Neurological Examination Equipment" (JANEE). The proposal outlines a comprehensive effort that incorporates new technology to support current requirements to train Army Combat medics. The execution of the proposal is divided into four phases. STS International's JANEE will be used to train Army medical and health care specialists in their Advanced Individual Training Programs. The JANEE will initially assist in the development of critical knowledge and symptom recognition skills. It may also be utilized to address numerous other training requirements such as evaluation of skill competencies, continuing education, sustainment training, and skill advancement. This notice is in response to the receipt of an unsolicited proposal and is not a request for competitive proposals. STS International is the only available, responsible source capable of providing the supplies or services required by the agency.
