behalf of the Office of the Secretary of the Army, the Defense Supply
Service-Washington (DSS-W) intends to issue a Solicitation (Request for
Proposals (RFP)) under Federal Acquisition Regulations (FAR) PART 12 --
Acquisition of Commercial Items on 08 September 2000. The objective of
the Army University Access Online (AUAO) program initiative is to
provide soldiers with easy access to courses leading to post-secondary
degrees and vocational technical certifications via online education.
The educational support for the soldiers must be continuous and
seamless throughout their enrollment in the program, including transfer
to another base or during deployment. Maximum applicable credit for
military training, technical experience, and college level testing is
desired from participating institutions to facilitate successful
completion of degrees and certificates. This program is intended as an
Army-wide initiative, to be funded by the Army and will be implemented
using a phased approach. In the first phase (base year of the
contract), the Army will implement the program at two Army
Installations within Continental United States (CONUS) which will be
specified in the Solicitation. The Government intends to add additional
installations worldwide in subsequent phases during the life of the
contract. A pre-proposal conference will be held on 22 September 2000,
at a location still to be determined. The Formal Solicitation will be
made electronically available to all potential Offerors and other
interested parties at the Defense Supply Service-Washington homepage.
All interested parties that have registered to receive the Draft
Solicitation will be provided a copy of the Formal Solicitation when
issued; current registrants do not need to re-register to access the
