- REQUEST FOR PROPOSAL (RFP) F09603-00-R-42001 PROGRAM NAME: FLEXIBLE ACQUISITION AND SUSTAINMENT TOOL (FAST) POINTS OF CONTACT: Angie Thompson, Procuring Contracting Officer, angie.thompson@robins.af.mil Cathy Armor, Contract Negotiator, cathy.armor@robins.af.mil DESCRIPTION: This is a notification of intent to release the official RFP on or about 14 Sep 00. Target contract award date is 15 May 01. The focus of FAST is the sustainment of all Air Force managed weapon systems, support systems, subsystems, and components. This requirement includes services, modification, and some spares and repairs. FAST does not include military construction, civil engineering, or base operating support. In addition, FAST will not be used for new development programs. This RFP is for an indefinite delivery / indefinite quantity (ID/IQ) contract. Appendix A, Statement of Work, is generic in nature and describes general support requirements. All requirements will be acquired by issuance of a delivery / task order (D/TO). The period of the contract is for a total of seven years: a 5 year basic contract period, and one two-year option. A Best Value Source Selection in accordance with AFFARS 5315.3 will be executed. Potential offerors and any other interested parties are hereby put on notice that a source selection is in process. From now until completion of the source selection (approximately June 2001) inquiries regarding the program should be directed to the contract negotiator or the contracting officer named above. The RFP will be posted on the WR-ALC Acquisition Opportunities Web Site at http://pkec.robins.af.mil. Do not submit written requests for this RFP. No written copies of this document will be mailed. A notice of this acquisition will be posted to the Commerce Business Daily and the Electronic Posting System, and on the FAST Web Site (http://pkec.robins.af.mil/FAST/FAST.htm). Notes: 2 A portion of the acquisition is reserved for small business concerns. (AMENDED) 13 The proposed contract is restricted to domestic sources under the authority of FAR 6.302-3. Accordingly, foreign sources, except Canadian sources, are not eligible for award. 26 Based upon market research, the government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government'' requirement with a commercial item within 15 days of this notice. Note: "B" OMBUDSMAN All potential offerors should contact the buyer / Procuring Contracting Officer identified above for additional information and / or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the Procuring Contracting Officer, an Ombudsman has been appointed to hear serious concerns that are not resolved through established channels. The purpose of the Ombudsman is not to diminish the authority of the program director or Procuring Contracting Officer, but to communicate serious contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
