- FUSION GOGGLE SYSTEM (FGS). USZA22-00-R-0021. The United Sates Special Operations Command, 7701 Tampa Point Blvd, MacDill AFB, FL 33621. POC Dorothy Lewis, lewisd@socom.mil, Contracting Officer, Susan Keeler, keelers@socom.mil. This project is an R & D effort. The Government has a requirement to develop a Fusion Goggle System (FGS) worn by soldiers during the conduct of their mission. The FGS shall be a small, lightweight, ruggedized infrared thermal imaging system of medium resolution as defined by the Minimum Resolvable Temperature coupled with a high-resolution image intensifier based on GEN IV standards. The FGS fused thermal imager and image intensifier will be used for target detection, recognition, identification and as a navigational aid following parachute jumps into water, desert, jungle, mountain, and arctic environments. The FGS shall be fully operational during daylight, darkness, and in extremely adverse weather under battlefield conditions. The FGS shall consist of no more than two major assemblies; the fusion goggle assembly (sensors with optics, display with optics, all controls with adjustments), and the battery pack assembly. The Fusion goggle assembly shall not exceed a threshold size of 7" by 3.2 " by 6.5" with a weight of not exceed 1.5 pounds. The battery assembly weight, excluding batteries, shall not exceed one pound. Phase I is for a Research and Development effort. Phase II is for the production effort. The objective of this solicitation is to obtain, through source selection, the best value engineering design through fielding for development and production (se FAR 15.101). The SIC Code is 3827; FSC Code is 5855. Copies of the solicitation are expected to be available by 21 September 00. The anticipated receipt for proposals will be 21 November 00. Contact award is anticipated for 24 January 2001 for the R & D Phase. The Government may award multiple contracts for the purpose of developing FGS prototypes as a result of this solicitation. After testing, the Government anticipates a limited production quantity contract. A Cost Plus Fixed Fee type contract is contemplated for the R&D Phase. The Department of Defense requires all contractors to be registered in the Central Contractor Registration (CCR) for Contract awards and payments. USSOCOM intends to release the Request for Proposal (RFP) on the U.S. Army Communications Electronics Command Interagency Interactive Business Opportunities Page (IBOP) web-site on or about 21 September 00. Proposals shall be due 60 days from the issuance of the solicitation. IBOP allows electronic transmittal of offerors' proposals back to USSOCOM. All parties interested in doing business with USSOCOM are invited to access, operate, send and receive information from the IBOP at (http://abop.monmouth.army.mil/socom.nsf). Registration for a user ID and password will only be necessary when you are submitting the proposals to USSOCOM through the IBOP. Only parties with no email capability may request a copy of the RFP by submitting a written request to the address above. It is the offeror's responsibility to monitor the IBOP site for release of solicitation and any subsequent information and amendments.
