Description
This is a combined synopsis/solicitation for the purchase of Aptec-NRC, model PED-13a items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is EMV-2000-RQ-0060. The solicitation is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-14. The SIC Code applicable to this RFQ is 3829. The small business size standard is 500 employees. The Federal Emergency Management Agency (FEMA) proposes to procure the Adptec-NRC, Model PED 13a or equal in support of FEMA's mission requirements when supporting response and recovery efforts during radiological incidents caused by or during natural disasters, terrorist incidents or technological catastrophes. Item 001: Quantity of 36 each, Adptec-NRC, Model PED 13a low range dosimeter (and ratemeter) providing gamma dose rate and total gamma radiation dose, or equal. Items shall include clips, case, and instruction manuals, fully calibrated and operational. MANDATORY SPECIFICATIONS: (1) Features: Reset ability to zero; pre-settable audible and visual dose and dose rate alarms as desired; enhanced battery life-has sleep mode; EMI compatibility; weight -- 235gm; volume -- 185cc; Dimensions -- 100mmx66mmx28mm. (2) Detectors: Energy compensated GM Tube; Gamma Energy Dependence -- +/-30%, 50KeV to 6 MeV; Accuracy (Tissue Dose) -- +/-20%. (3) Display: An auto ranging LCD that can be read at 3 feet from dosimeter; Updated every 2 seconds; Data downloadable via RS-232 port (Optical); provides data in uR, mR, R and uR/hr, mR/hr, R/hr. (4) Alarms: Has visual and audible features for day and night; low battery indicator; levels for alarms are settable over entire range; built in test circuit-monitors operating parameters. (4) Power: Minimum battery life 240 hours in 8 hours/day usage. (5) Environmental Parameters: Operating temperature -60 F to +155 F ; built from inherently fungus resistant materials; withstands vibration associated with transport and shock during servicing. (6) Isotropism: Operates in any position without degradation of data quality. DELIVERY REQUIREMENTS: Contractor to ship 18 each to the following addresses: a. FEMA MERS Bothell, 200 228th St. SW, Bothell, WA 98021-8665 b. FEMA MERS Thomasville, 404 S. Pinetree Blvd., Thomasville, GA 31792. Contractor to provide best delivery schedule. DESCRIPTIVE LITERATURE: Contractor to provide descriptive literature of proposed make and model to be furnished in accordance with FAR Clause 52.212-1 "Instructions to Offerors -- Commercial Items" section b(f). Failure of an offeror to submit descriptive literature for a proposed "or equal" product will result in that product being rejected from further consideration. Further, descriptive literature which fails to show that the proposed product(s) complies with the requirements stated above will result in the rejection of that product(s). EVALUATION INFORMATION: The Government will award a contract resulting from this solicitation to the responsible offeror whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Contractor must meet all the requirements detailed within this solicitation. Price is of equal importance when compared to technical. Proposal Preparation Instructions: The provision at 52.212-1, Instructions to Offerors -- Commercial, applies to this acquisition. Offerors shall provide a firm fixed-price for Item 001. Any shipping charges shall be added as a separate line item on the quote. Successful contractor must meet all the responsibility requirements of Subpart 9.1 of the Federal Acquisition Regulation (FAR). If the contractor does not accept Government credit card purchase, a written notice of award or acceptance of proposal, mailed or otherwise furnished to the successful offeror, shall result in a binding contract without further action by either party. Offerors are to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with their response.
