- Description
- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The purchase request number is FU0AMC01890100 and the solicitation is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-19. (iv) This is a total small business set-aside. The associated standard industrial classification code is 3571 and the small business size standard is 1000. (v) There are 0002 line items and the quantities are 100 each. (vi) Scott AFB IL has a need to procure 100 Tripwire software packages for Windows NT, and annual maintenance for the Tripwire software. Tripwire is a software tool used to monitor the integrity of the file system of a computer. The tripwire tool checks for the unauthorized modification, addition, or deletion of files. This tool is used to ensure that systems are maintained in the configuration upon which their certification is based. It also aids in intrusion detection by notifying the system administrator of corrupted or altered files, so investigative action van taken in the shortest amount of time possible. This will notify the system administrator if systems are being attacked or changed in a malicious manner. The GDSS program consists of a large number of machines running on numerous platforms. Tripwire has been found to install and operate properly on the required operating systems as well as meet the application and configuration requirements. The GDSS audit repository will collect the results of the tripwire outputs and store them in a central location. This automated process will save numerous man hours needed to properly audit government systems. (vii) Delivery of the equipment is f.o.b. destination to Scott AFB IL to arrive no later than 20 September 2000. (viii) The provision in the Federal Acquisition Regulation (FAR) 52.212-1, Instructions to Offerors _ Commercial, applies to this acquisition. Subparagraph (b)(4) is changed to read: Offerors must provide a technical description and specifications of the Tripwire Software, or equal product, in sufficient detail to evaluate compliance with the requirements in this solicitation . Offerors must include product literature or brochures. Subparagraph (b)(7) is changed to read: Any resulting contract will be subject to FAR 52.232.33 Mandatory Information for Electronic Funds Transfer Payment. Vendor must be actively registered with Central Contractor Registration. DFARS 252.204-7004, Required Central Contractor Registration: 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Order Applicable to Defense Acquisitions of Commercial Items: DFARS 252.225-7001, Buy American Act and Balance of Payment Program (41 U>S>C> 10, E.O. 10582): DFARS 252.225-7036, North American Free Trade Agreement Implementation Act (AltI). (ix) The FAR provision 52-212-2, Evaluation _ Commercial Items, applies to this acquisition. Paragraph (a) is completed as follows: Price alone. Award will be based on the best value to the government relative to price. The government reserves the right to award a contract to other than the offeror with the lowest price. (x) A completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications _ Commercial Items, must be submitted with quote. The provision may be copied from website http:///farsite.hill.af. mil/reghtml/far/52000.htm. Quote will not be considered without completed provision. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions _ Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders _ Commercial Items applies to this acquisition. The clauses at subparagraph (a)(1), (a)(2), (a)(3), (b)(11), (12), (13), (14), (15), (16), (17) and (22). (xiii) The Defense Priorities and Allocations Systems (DPAS) does not apply to this acquisition. (xiv) The Commerce Business Daily numbered Note 1, 100% small business set-aside, applies.
