Description
DESC: Task Contract for Architect-Engineer (A-E) Design Services for San Francisco District, U.S. Army Corps of Engineers. THIS IS NOT A SOLICITATION ANNOUCEMENT; THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIAL QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (HUBZONE 8(a), 8(a), HUBZONE SMALL, AND SMALL BUSINESSES) RELATIVE TO SIC CODE 8711 (SIZE STANDARD $4.0 MILLION AVERAGE ANNAUL RECEIPTS FOR PRECEDING THREE FISCAL YEARS). RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS -- SEE SUBMITTAL REQUIREMENTS BELOW. AFTER REVIEW OF THE RESPNSES TO THIS SOURCES SOUGHT SYNOPSIS, AND IF THE GOVERNMENT STILL PLANS TO PROCEED WITH THE ACQUISITION, A SOLICITATION ANNOUCEMENT WILL BE PUBLISHED IN THE CBD. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS ARE NOT ADEQUATE RESPONSE TO THE SOLICITATION ANNOUCEMENT. ALL INTERESTED OFFERORS WILL HAVE TO RESPOND TO THE SOLICITATION ANNOUNCEMENT IN ADDITION TO RESPONDING TO THIS SOURCES SOUGHT SYNOPSIS. Design Services include, but are not necessarily limited to: development of the Russian River Interactive Information System. The Russian River Interactive Information System (RRIIS) will be distributed on both spatial and non-spatial CD ROMs. Work will also include the development of RRIIS to be a user-friendly, publicly accessible, website that functions simultaneously as a central storehouse for data, a tool for education, and a forum for interactive communication between the public, scientists, agencies, the Russian River Watershed Council (RRWC), and other watershed organizations. The contractor must have expertise and capability in Watershed Dynamics and Specification Writing. The contractor must have experience with on-line mapping software, such as ArcIMS, Arcview IMS, and Autodesk mapguide, with interactive website creation and maintenance, and with interactive online databases, both spatial and non-spatial. The contractor will perform a prioritization of existing data sources and a data gap analysis in consultation with the Watershed Information Assessment Monitoring (WIAM) workgroup, existing researchers in the watershed, the RRWC Science Panel, and the RRWC, as appropriate. The contractor will serve as a facilitator between these various groups to ensure that this prioritization and gap analysis draws upon the extensive experience of people currently working in the watershed. The analyses will include a review of existing digital and non-digital databases and relevant watershed literature, including existing bibliographic reviews, to identify important data needs for the RRWC's assessment and planning objectives. Development of the RRIIS will coordinate closely with all ongoing efforts to develop a comprehensive GIS database for the Russian River (e.g. the NMFS effort with Circuit Rider Productions). The contractor will also seek the input of the proposed RRWC Science Panel, and other scientists working in the Russian River watershed to determine which data, and formats, will be most useful for long-tem monitoring and assessment of the watershed. Important data layers that do not exist in a digital form can then be prioritized and the RRWC can consider funding the acquisition or development of these data layers. The contractor shall collect all appropriate digital and non-digital data sets, and prepare them for RRIIS. The RRIIS shall include, but not be limited to, the data gathered by the National Marine Fisheries Service (NMFS), Circuit Rider Productions, University of California (UC) Hopland Research and Extension Center, the California Department of Fish and Game (CDFG), North Coast Regional Water Quality Control Board, United State Geological Society (USGS), Natural Resource Conservation Service, California Department of Agriculture, California Department of Forestry, Department of Water Resources, the cities and counties of the Russian River watershed, the Resource Conservation Districts, non-governmental organizations, and other sources as identified. RRIIS shall be developed with an emphasis towards user-friendly operation to e freely shared with government and non-governmental agencies and the public. Acknowledgement and documentation (the metadata) shall be made of all data sources. The website should have download capabilities, be readily searchable, and be easily accessible for user search and queries with extensive indexing and cross-referencing. It should be capable of expansion as technological advances are made. Information in the RRIIS shall be made available on both CD ROMs and through an interactive public website on the Internet. The contractor shall work with the WIAM workgroup and its advisory panel to insure that the RRIIS fulfills the needs of the RRWC. The descriptions of the types of data and the structure for data storage, access and retrieval will be an essential part of the success of the RRIIS in terms of how data are utilized by scientists, managers, and decision makers, and how the RRIIS is used by the public for communication and education. The organization and structure of data and information will also allow the RRIIS to facilitate communication between the public, agencies, scientists, and organizations. The A-E Pre-Selection Criteria will use a numerical scoring system to establish maximum scores for each firm on each of the eight (8) Evaluation Criteria stated in relative order of importance. Criteria 1 through 5 are primary. Criteria 6 through 8 are secondary and will only be used as "tie-breakers" among technically equal firms. 1. Professional Qualifications. The evaluation will consider education, overall and relevant design experience(website and database design and management), and longevity of the firm's personnel. 2. Specialized Experience.(a) Website development, GIS, database management, watershed dynamics -- biological, hydrological, geomorphic. (b) Prior team experience with significant subcontractors. 3. Capacity to accomplish work. The evaluation will consider total strength of key disciplines listed above in relation to workload. 4. Past Performance. Past performance of projects with respect of cost control, quality of work, and compliance with performance schedules. 5. Knowledge of the Locality. The evaluation will consider the firm's experience in the San Francisco district's geographic boundary, which extends from the Oregon Border South to San Luis Obispo and East to the Sacramento/San Joaquin Valleys. 6. Extent of participation of Small Business (SB), Small-Disadvantaged Business(SDB), Historically Black Colleges and Universities and Minority Institutions in the proposed contract team, measured as a percentage of the total estimated effort. 7. Volume of watershed interactive database design contract awards in the last twenty-four (24) months. Geographic Location. Location of the essential staff for this project (or a commitment to locate) in the general geographic area of the projects. The A-E Selection Board will rate the firms using the same numerical scoring system as the A-E Pre-Selection Board. The contract will be awarded for a period of three (3) years. Contract will include a schedule of overhead and wage rates upon which costs of Task Orders will be based for the contract period. The Standard Industrial classification (SIC) Code for this acquisition is 8711. The Small Business Size Standard is $4 million. The number of employees or annual receipts indicates the maximum allowed for a concern, including its affiliates, to be considered small. If an 8 (a) or small business were to receive an award as prime contractor as a result of any future small business set-aside Architect-Engineer (services) solicitation, the small business prime will be required to comply with FAR 52.219-14 which states that "at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern". Provide evidence that on past contracts of a similar nature that your firm (as the prime contractor) was able to comply with this requirement. Business size status (Large, Hubzone 8(a), 8(a), SDB, Hubzone Small, Small, Woman-Owned). Responses to this sources sought synopsis MUST include information as to the size of the business responding relative to the SIC Code 8711 and it $4M size standard. This notice is to assist the Sacramento District, Corps of Engineers in determining potential sources only. No solicitation is currently available. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later in the CBD and all interested parties must respond to that solicitation announcement separtately from the response to this sources sought synopsis.
