- The Cleveland Business Center, Cleveland, Ohio referred to hereinafter Employee Education Center (EES) proposes to enter into a contract for the consultant services and customization services of the Cumulus Software...The services are in 4 categories: Category 1) Consultation Services to provide expert advice and consultation regarding the best way to design the software; Category 2) Customization of Cumulus Software purchased seperately by the Government. Customize the Cumulus software package to meet the specific requirements of the Department of Veterans Affairs, EES. To be more specific -- The following is a description of how we would like our Media Asset Management System to function. A step-by-step explanation of the desired process is provided as an explanation: A) The first step is to decide whether you want to search all the assets in the system, or choose a specialized collection of assets (the collections are yet to be determined, but might be a broken down by type of asset, such as graphic, photo, video, etc.). B) The next step is to pick a field to search. The available fields would include: Text Search, Keywords, Properties, Producer and Parent Project. Details of these field options follow: 1)Text Search -- allows you to search the following fields: Title, Keywords, Description and File Name, using any of the following 3 options: All of the Words, Any of the Words, the Exact Phrase. 2) Keywords -- searches the system using a "controlled vocabulary" or "Thesaurus" (we would like to have the thesaurus link back directly to search box so that the word wouldn't have to be re-typed). 3) Properties -- locate assets by: Format, Size, Media Type, Duration, and Mode. 4) Producer -- search by: Date Produced, Producer's Name and Originating Entity. 5) Parent Project -- search by: Product Title, Project Manager, Trace Number, Product Type, and Client. C) After obtaining results, you will be presented with thumbnails (each thumbnail will have a link under it to either a larger view and/or complete record information) of the first 9 items that you have retrieved with your search strategy. Also presented is a "Next" (and "Previous button for subsequent pages) button to move you through the rest of the search results. D) At this point you can choose to refine your search further by clicking a "Revise Search" button. This will allow you to use any of the other search categories (Text Search, Keywords, Properties, Producer, or Parent Project) to achieve more specific results. For instance: I've searched the system for any assets relating to "hand washing" -- I now want to further refine that search by finding photographs that show proper hand washing technique. After obtaining these results, I can further refine the search so that I find only those hand washing photos that were created by a particular photographer. You can drill down as much as you want to achieve very specific results. E) After locating an asset(s), it can be viewed online and/or downloaded. At any time during the search process the user can choose to start a new search, or browse the Thesaurus for a descriptor to use in searching. F) In addition to the above listed searching capabilities, we also require the following customized features: 1) The capability of tagging newly entered items for review before they "go live" in the system. 2) An easy-to-use online form for entering the field information. This form will include 24 fields of information. Drop down boxes will be provided for fields that require a choice from a list. This form will not only be used by our staff, but by contractors who will be responsible for entering assets into our system. The services above will include performing interviews and assessment of EES requirements before customization. The third major category, Category 3)Setting up the Server on which the assets will be archived. Install the customized Cumulus Software on the EES server and optimize the configuration for the EES system. This will also include training for those individuals responsible for the server. The fourth major category, Category 4) Entering existing assets into the system: 10,000 assets will be entered into the EES system. This will involve assigning values to approximately 24 fields of information for each asset. This will also involve actually placing the assets on the server. Delivery Schedule: Category 2: Customization of Cumulus Software within 3 weeks of contract award. Submit all required documentation to the Contracting Officer's Technical Representative (COTR). Category 3: Setting up Server within 2 weeks after software customization is completed and approved by the COTR. Category 4: Entering Assets within 4 months after server is set up. The server has yet to be determined. Travel for server setup will be necessary. This is a Request for Quotations, for which it and all incorporated provisions are those in effect through Federal Acquisition Circular 97-19. The procurement is 100% Small Business Set Aside. The Standard Industrial Classification Code (SIC) is 7379. Small Business Size Standard for this procurement is $18 Million. The following FAR provisions apply and are incorporated by reference FAR 52.212-1 INSTRUCTIONSOF OFFERORS-COMMERCIAL ITEMS(NOV 1999), FAR 52.212-2 EVALUATION-COMMERCIAL ITEMS (JAN 1999), FAR 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS(FEB 2000) 52.212-4 CONTRACT TERMS AND CONDITIONS- COMMERCIAL ITEMS(MAY 1999), FAR 52.212-5 CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXECUTIVE ORDERS-COMMERCIAL ITEMS(FEB 2000) with the following numbered paragraphs checked: a (2), paragraph b (6), through (10), and (16)(17), and paragraph e; VAAR 852.219-70 VETERAN-OWNED SMALL BUSINESS. FAR 52.212-2 EVALUATION -COMMERCIAL ITEMS(JAN 1999) with the following evaluation criteria: 1) Contractors ability to meet requirements, 2) Technical experience, 3) Past Performance, a list of at least three agencies/companies (include addresses, telephone number and points of contact) for which you have provided similar services within the past three (3) years. 4) Price. The evaluation criteria are considered equal in importance with price. Award of contract can be made without discussions. Please acknowledge all requirements on proposals. No partial proposals will be allowed. Please acknowledge all requirements on proposals. A price proposal which includes all cost, prompt payment terms remittance address, supporting documentation, a completed copy of FAR 52.212-3 and VAAR 852.219-70 shall be submitted responding to this request by the COB 8 September 2000(4:00pm EST).
