Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number N00421-00-R-0622 is hereby issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 and Defense Acquisition Circular 91-13. This action is set aside for small business. The standard industrial classification code is 3661with a small business size standard of 1,000 employees. An offeror which proposes to furnish a product which it did not itself manufacture, is deemed to be a small business when it has no more than 500 employees and proposes to furnish the product of a small business manufacturer or producer, which end product is manufactured or produced in the United States. This will be a Firm-Fixed Price contract and is Brand Name or Equal (NOKIA). This will include four (4) Contract Line Item Numbers (CLINs); CLIN 0001 -- thirty (30) mobile cellular phones; CLIN 0002 -- thirty (30) mobile cellular phones; CLIN 0003 -- five (5) each cellular data cards, for all cellular phone models listed previously. CLIN 0004 -- international telephone service for all cellular phone models listed previously. The Government's requirements are as follows: CLIN 0001: NOKIA Model 6110 or 6150 GSM Mobile Phone 900/1800 Dual Band or Equal. Each phone must have the following minimum salient characteristics: international capabilities, hand-held wireless phone; weight not to exceed eight (8) ounces; illuminated, easy-to-read display with signal, battery and status indicators, last digit and full display clear, full screen cursor editor; illuminated keypad with keyguard and international access button; call management features to include speed dialing, call waiting/call hold, call/fax/data divert (separate for voice and data), display number or name of incoming caller, automatic and manual network selection, alternate speech and data or fax; memory functions to include phone book, phone book fetch service for SMS; Short Message Service to include ability to send and receive SMS messages up to 160 characters, SMS class 0, 1, 2, 3 supported, return call type message, sent message delivery report; security to include emergency calls without SIM card; optional controls to include SMS alert tones, selectable ringing volume, including silent alert with flashing lights; GSM data transmission to include minimum support 9600 BPS, send and receive faxes, e-mail, files, data transmission with automatic error correction, built-in infrared link (e.g. to compatible PC, printer); standard battery performance (model 6110) to include talk time of 3-5 hours, 60-270 hours standby, 4 hours standard charging/1 hour, 30 minutes fast charging; standard battery performance (model 6150) to include talk time of 2 hours 40 minutes-4 hours 40 minutes, 50-250 hours standby time, 4 hours standard charging/2 hours fast charging. Additionally, the unit shall have two (2) batteries; one (1) main charger; one (1) international power adapter; one (1) user's guide. CLIN 0002: NOKIA Model 7110 Mobile Phone Dual Band GSM 900/GSM 1800 or equal. Each phone must have the following minimum salient characteristics: international capabilities; hand-held wireless phone; weight not to exceed eight (8) ounces, illuminated, easy-to-read display with signal, battery and status indicators, last digit and full display clear, full screen cursor editor; illuminated keypad with keyguard and international access button; call management features to include speed dialing, call waiting/call hold, call/fax/data divert (separate for voice and data), display number or name of incoming caller, automatic and manual network selection, alternate speech and data or fax; memory functions to include phone book, phone book fetch service for SMS; support for wireless Application Protocol to include internet WML microbrowser; predictive text input to include dictionary, special characters, automatic word wrapping; security to include emergency calls without SIM card; optional controls to include SMS alert tones, selectable ringing volume, including silent alert flashing lights; GSM data transmission to include minimum support 14,400 BPS, send and receive faxes, e-mail, files, data transmission with automatic error correction, built-in infrared link (e.g. to compatible PC, printer); standard battery performance to include talk time of 2 hours 30 minutes-4 hours 30 minutes, 55-260 hours standby, 4 hours standard charging/2 hours fast charging. Additionally, each unit shall have two (2) batteries; one (1) main charger; one (1) international power adapter; one (1) user's guide. CLIN 0003 -- quantity of five (5) each cellular data cards for each cellular phone model listed previously. CLIN 0004 -- 12-month international telephone service for each cellular phone to include monthly charges, per call unit charges. Delivery date: CLINs 0001, CLIN 0002, CLIN 0003 shall be delivered within 30 days after contract award. CLIN 0004 is for a twelve-month period. Earlier delivery is acceptable and desirable at no additional cost to the Government. Deliveries shall be made FOB Destination to Supply Receipt Control Branch, Attn: Receiving Officer, Bldg. 665, 47179 Vaughn Road, Unit NASSU, Naval Air Station, Patuxent River, MD 20670-5449. Mark for Emil Rongione, Base Telephone Office, Information Management Department, Bldg. 409, Rm. 102, (301) 342-5105. Inspection and acceptance shall be at destination. The term of this contract is twelve (12) months beginning the effective date of the contract. The provision at FAR 52.211-6, Brand Name or Equal, applies to this acquisition and is incorporated by reference. The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition and is incorporated by reference. FAR 52.212-2, Evaluation -- Commercial Items, does not apply to this acquisition. In lieu, the following information will be used for evaluation of offerors: evaluation and award shall be based on the lowest offered price for a product that is in compliance with the salient characteristics. Each offeror shall include a completed copy of FAR 52.212-3 Offeror Representation and Certifications -- Commercial Items with its proposal. FAR 52.212-4, Contract Terms and Conditions -- Commercial Items, applies to this acquisition and is incorporated by reference. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders -- Commercial Items, applies to this acquisition and is incorporated by reference. Acceptance of the warranty does not waive or limit the Government's rights with regards to other terms and conditions of the contract. In the event of a conflict between the warranty and the terms and conditions of the contract, the contract shall take precedence over the warranty. The warranty shall begin upon final acceptance of the applicable deliverables. All responsible sources may submit a proposal which shall be considered if received in a timely manner. Evaluation and award shall be based on the lowest offered price for a product that is in compliance with the salient characteristics. All offerors shall provide product literature to verify that the minimum requirements of the Government are being met. Offerors that fail to furnish required representations and certifications, or who reject the terms and conditions of the solicitation may be excluded from consideration. This will result in a DO rated award. Numbered Note 1 applies. Offers are due by 1600 EST on 13 September 2000. Anticipated award is 01 October 2000.
