Description

Notice of intent to award a sole source contract. The Defense Threat Reduction Agency (DTRA) intends to negotiate and award a sole source firm-fixed-price contract under the auspices of FAR Part 12, to Dialogic Communications Corporation, Franklin, TN. The DTRA has the requirement for a commercial off-the-shelf automated emergency notification system to support the Open Skies Management and Planning System under the Treaty on Open Skies. The system shall be a MS Windows-based system that provides software for phone line expansion up to 24 ports; maintenance of multiple notification lists; prioritization and assignment of addresses; activation of alphanumeric and digital pagers; manual "checking off" of addresses; and determining availability for call-out. The system shall also provide talker cards for 24 telephone ports. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this Synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities to provide a system which meets the aforementioned specifications. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after fifteen (15) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the address or facsimile number stated herein and to the attention of Mr. David E. Miller, Contracting Officer. Responses to this notice must be received by close of business, September 13, 2000. Responses must include your business name, point of contact, address, and telephone number with area code.
