Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source with Environmental Systems Research, 380 New York Street, Redland, CA 92373 for continued software support services subject to the availability of FY-2001 funds. The period of performance is October 1, 2000 through September 30, 2001. EPA uses GIS for support of environmental decision-making through acquisition, management, analysis, and display of environmental information in its spatial context on EPA's centralized computing platforms. A brief description of these functions of EPA's centralized computing platforms follows. EPA's centralized computing platforms are located in its National Computer Center in Research Triangle Park, NC., EPA's centralized computing platforms for GIS includes Digital Equipment Corporation, Data General, Sun, HP, and Windows NT servers and workstations. These platforms support a wide range of scientific and administrative applications that are critical to EPA's mission. EPA's requirement includes software maintenance, software bug fixes, and software upgrades. EPA is not aware of any organization, besides Environmental Systems Research, Inc. (ESRI) that can meet the full range of EPA's maintenance requirements for its installed base of GIS software. The software contains proprietary information that cannot be accessed by anyone but ESRI, the software vendor. Continued availability of the required maintenance services for the critical data analysis components are necessary to ensure that EPA can provide information services without disruption. Any disruption to these services could have a serious negative impact on the Agency's mission to protect the nation's environment. Interested parties who believe they can provide the required services are invited to submit, in writing, an affirmative response demonstrating an ability to immediately provide the GIS software maintenance. Any written response must be received no later than 15 days after publication of this notice. Responses without the required documentation will be considered non-responsive. This is NOT a formal notice of solicitation. No solicitation is available. Response to this synopsis must be made in writing. Submit responses to the U.S. EPA, Attn: Teresa A. Ward (MD-33), Contracts Management Division, Research Triangle Park, NC 27711. No telephonic or faxed requests will be honored.
