Description

The National Oceanic and Atmospheric Administration, National Marine Fisheries Service intends to solicit and negotiate on a sole source basis with Dr. Jack Musick, Virginia Institute of Marine Science (VIMS) to perform a study on marine turtle interactions with commercial fisheries in the Chesapeake Bay. Dr. Musick is uniquely qualified to perform this study as he is an acknowledged expert on marine turtles in the Chesapeake Bay and has conducted a series of studies on same. VIMS is located in close proximity to the Chesapeake Bay, thereby minimizing overall costs. Dr. Musick's expertise and VIMS facilities are essential to a successful completion of the project in a short time frame. The period of performance is September 13, 2000 through April 13, 2001. The statutory authority for other than full and open competition is 41 USC 253 (c)(1), Only One Responsible Source. Interested parties may identify their interest and capability to respond to the requirement or submit proposals.
