- Description
- This is a combined Synopsis Solicitation for Commerical Items prepared in accordance with information in FAR subpart 12.6 as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation. PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITAION WILL NOT BE ISSUED.(ii) Solicitation number is PCORPS-00-R-1003 and is issued as a Request for Proposal (RFP).(iii)This solicitation documents and incoroprates provisions and clauses in effect through Federal Acquisition Circular 90-42. (iv) The Standard Industrial Classification (SIC)code is 7313. This procurement is unrestricted and is being advertised as full and open competition. (v) Peace Corps intends to award a fixed priced type contract. (vi) The Peace Corps seeks the services of an advertisement/marketing agency to assist in the development and implementation of a Public Service Announcement (PSA) campaign. The PSA campaign will consist of TV, radio and print ads. To assist, the Peace Corps will provide the following: 1) Full access to the Peace Corps' photo archives and video footage; 2) Previously produced Peace Corps PSAs, print, and collateral samples;3) All available research; and 4) Full access to staff members at the Peace Corps for regular consultations and advice about the agency, its volunteers, and previous PSA campaigns. SCOPE OF WORK The campaign will consist of the following deliverables with delivery dates in mid-November, 2000: A) TELEVISION ADS-Television PSAs must be broadcast quality for both network and cable usage. The Contractor shall create an ad concept that follows the campaign theme and execute development of the ad to the specifications following. Length: :60, :30, :25/:05(station identification for last five seconds):20, :15, :10. Language: All versions in English plus two spots (:30 and :15) in Spanish. Review process: All production elements should be present in rough-cut review. B) RADIO ADS- The Contractor will furnish ad concept, voice-over, music and sound effects. Specifications: Music: Must be of the highest quality and can be either stock or composed specifically for the project. Format: Ads must be prepared for placement on compact disc for duplication and distribution. Length: :60, :30, :20, :15, :10. Language: All versions in English plus two spots (:30 and :15) in Spanish. Review process: Music must be approved by the Peace Corps. The Contractor will not contract with or schedule a recording session with the selected voice-over talent until authorized to do so by the Peace Corps. The Contractor will provide a tape of the radio spots for review before proceeding to final DAT master. Upon acceptance of the off-line edit of the radio ad, the Contractor shall perform the on-line edit and audio sweetening. Legal Requirements: The Contractor will ensure that all copyrights, waivers, and other legal requirements are met regarding the rights of Peace Corps to use the music in perpetuity in the radio ads. All original music scores will become the property of the Peace Corps, with unlimited rights. C) PRINT ADS-The Contractor shall supply the Peace Corps with copy and design elements for approximately 10-12 print ads. The ads are currently used both as stand-alone placements and as a backdrop for announcements of recruiting events. The new design should take into account the need for flexibility in this area. Specifications: Format: Must be adaptable to the standards of publications with the highest production values as well as publications with lower-quality reproduction capabilities. Color: Mix of 4-color and black-and-white. Size: Contractor should, by research, determine the mix of ad sizes that will give Peace Corps and its regional offices the greatest possible flexibility when providing PSAs to a wide range of publications. Language: All versions in English plus two spots (:30 and :15) in Spanish. Deliverable Types: Ad book: The suite of ads should be laid out in an 8 1/2" x 11" sample book in camera-ready format at both 110 and 85 lpi screens, for distribution to newspapers and magazines. Editable files: Delivered as an editable, print-ready file, with color proofs of each spread in QuarkXpress, and artwork in Adobe Illustrator or Adobe Photoshop. Oral presentation to Peace Corps staff of rough layouts, incorporating type treatments, color palette, illustration, and photography. Printing Recommendations and Specifications: For all printed materials the Contractor will provide full specifications including, but not limited to, dimension, fold type, and ink usage. Contractor is responsible for providing one proof for each printed piece and will accept all responsibility for changes made as a result of poor file setup. Contractor will furnish key personnel to oversee printing, and to attend press checks. Contractor will develop a production schedule, that allows for the preceding elements to be delivered in their final form to the Peace Corps office by mid-November 2000 to accommodate duplication, printing and distribution. Approval: For all deliverables, the Contractor will not proceed beyond draft or rough stage, and no additional work or obligation of funds will be authorized under this Statement of Work, until approval is received from the Peace Corps. Revisions: The Contractor may be required, at no additional cost to the government, to perform one major revision and one minor revision of individual deliverables before Peace Corps representatives accept a final version. Rights: All materials produced under this contract become the exclusive property of the Peace Corps. The Contractor may not retain or use any materials produced under this contract except for self-promotion. Requirements for Proposal In developing the response to this statement of work, the Contractor is strongly encouraged to present the most cost-effective method for completing quality projects. The goal is to produce the highest quality deliverables in the most cost-efficient manner. For the purposes of this bid please submit: 1) In narrative and/or portfolio form, two applicable PSA campaigns undertaken by you within the past two years within the $100,00 to $150,000 price range; 2) Resumes and recent work samples (within 12 months) of key personnel who will be working on the account throughout the duration; 3) A budget for creation and development of this campaign and deliverables. This should include all items required under this statement of work as well as visits/meetings with Peace Corps at Peace Corps headquarters in Washington, DC. 4) A list of 3 client references. Criteria for Evaluation Selection for award of the proposal will be based on the greatest technical/creative value to Peace Corps; price is a factor but less weighted. The criteria are arranged in order of importance: 1) Qualifications and relevant experience of proposed creative team members in producing recruitment/PSA campaigns; 2) Strength of proposed approach to understanding the Peace Corps' mission and its creative vision; 3) Evaluation of samples provided including: creativity, technical quality of format, graphics, and imaginative approach; 4) Past performance references provided; and 5) Cost.(viii) Clauses/provisions: FAR Clause 52.212-1 "Intructions to Offerors-Commerical," is hereby included by reference: (x) FAR provision 52.212-3 Offeror Representations and Certifications-Commerical Items shall be completed and submitted with the Proposal. (xi) FAR clause 52.212-4 and 52.212-5, Contract Terms and Conditions-Commerical Items, hereby applies to this solicitation. (xii) The following clauses are hereby incorporated by reference: 52.203-6, 52.246-2, 52.246-6, 52.246-16.
