Description
The Crane Division, Naval Surface Warfare Center is seeking prospective sources capable of meeting the requirements of the Radio Reconnaissance Equipment Program (RREP). The Radio Reconnaissance Equipment Program (RREP) was established to provide low-cost readily available Non-Developmental Items/Commercial Off-The-Shelf (NDI/COTS) hardware and software to support the signal search and development, immediate threat warning, and signal exploitation mission of the Fleet Marine Force Radio Battalion, Radio Reconnaissance Teams (RRT's). The program is designed to rapidly identify, modify, repackage, ruggedize, test and field electronic hardware and associated software in an evolutionary acquisition or "generational" approach that ensures at least technical parity with communications systems which are readily available to potential hostile forces. The program is designated an ACAT IV program and further designated an Abbreviated Acquisition Program within Marine Corps Systems Command (MARCORSYSCOM). The RREP systems provide a man-portable, semi-automated radio intercept system to perform rapid signal search, identification, processing, analysis, and reporting of hostile force signal emitters from forward deployed areas of operation. The system must be capable of being powered by a source capable of being man-portable (safety certifiable) as well as operating on AC (US commercial/military and European Standards). Selected automation of signals search and exploitation allows the RREP systems to rapidly identify, catalog, store, process and display collected data, particularly in the dense electromagnetic environment becoming commonplace throughout the world. The RREP must significantly enhance the radio reconnaissance operations and substantially improve tactical SIGINT/EW support to the MAGTF, Joint Task Force (JTF), and national or theater operations. Potential sources must provide specific information which addresses their capabilities relative to this program by the closing date of 2 October 2000. Multiple responses from a single source are allowed. Responses shall be limited to 30 pages for the technical information. Prior experience with this type of effort shall be included if possible. Teaming among sources is allowed. Prospective sources must carry at least a SECRET security clearance. No solicitation package is anticipated at this time. This is a request for information only. Each response should indicate technical and administrative points of contract, and the size of the business. This request for information in no way implies either implicitly or explicitly that respondents will be compensated in any way by the Government for information or materials provided. The Government will not compensate contractors for any information or data provided. All information provided becomes U.S. Navy property and will not be returned. All proprietary or classified information will be treated appropriately.
