Description

On behalf of the Office of the Deputy Under Secretary of Defense (Acquisition Reform) and in accordance with FAR 6.302-1, Defense Supply Service-Washington intends to award a single source contract to the Potomac Institute for Policy Studies, 901 N. Stuart Street, Suite 200, Arlington, Virginia to perform a study entitled "Barriers to Commerical R&D Firms Participating in DoD R&D Projects." The contractor will be tasked to conduct a study to document the actual and/or perceived impediments and barriers under current Government procurement law, acquisition regualtions and policies that might cause commercial technology firms to avoid entering into the Defense marketplace. Specific areas to be analyzed include the following: Intellectual Property, Cost Accounting Practices and Procedures, and Socio-Economic Practices. Period of performance will not exceed four (4) months. No solicitation will be issued. This notice is for informational purposes only.
