Description
The U. S. Army seeks to privatize, pursuant to 10 U.S.C. 2688, the electricity distribution system serving the Canyon Lake Recreation area (CLRA), Texas. The U. S. Army intends to transfer ownership and access easements for the high voltage electric utility distribution facilities to a service provider able to provide reliable electric utility service for an indefinite and ongoing period, while complying with all federal, state and local laws, rules and regulations. Pedernales Electric Cooperative, Inc. (PEC) is franchised by the State of Texas to provide electricity in the area that CLRA is located. PEC currently provides electricity through a single meter point at 12.5 KVA. The transferee or buyer will be obligated to operate and maintain the high voltage electric distribution facilities through various assorted transformers to provide electric service to the recreation area. Canyon Lake is a flood control basin on the Guadalupe River controlled by the U.S. Army Corp of Engineers. The Corps of Engineers has leased a 110 acre area to Fort Sam Houston through the year 2015. Renewal or extension of the lease is not guaranteed. The area includes trailers, camp trailer sites, tent camp sites, boat and fishing docks, and swimming beaches. The electric distribution facilities to be transferred include: a high voltage three phase line approximately thirty-eight-hundredths (.38) of a mile including poles and the attached transformers. Most overhead wood poles were installed in 1969. The conductor is nominal 2 ACSR. Most of the system is approximately 30 years old. All distribution lines are overhead conventional cross arm type construction. There are approximately nineteen 19 transformers ranging in size from 5KVA to 75 KVA single phase. The electric distribution is a utility service to be billed periodically by the new owner. To minimize costs both to interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal Request for Proposals. It is a systematic process to evaluate interested parties pursuant to FAR 41.202 and DRID #49. Should insufficient credible interest be identified for a competitive action, it is highly likely that a single source solicitation will be issued to PEC. To minimize costs both to potentially interested parties and the government, this notice is being issued to determine the interest and feasibility of proceeding with a formal Request For Proposals. Small Business interests shall note the FAR Part 19 Standard Industrial Codes (SIC) and Size Standards (SS) for the electric utility systems identified in this announcement. The following apply. SIC/SS: 4911/4 Million (M) Megawatt hours, or 4931/$5M. Interested parties should provide the following information: (1) acknowledgement of the location and size of the CLRA electrical distribution system; (2) capability and experience in ownership, operation and maintenance of electric utility distribution systems; (3) financial capacity to purchase, expand and operate electric utility systems; (4) statement acknowledging the obligation to provide continuous electric distribution service; (5) statement detailing your understanding of applicable state and local utility laws and regulations and your compliance capability; (6) statement detailing your understanding of any existing franchises and your ability to provide service given these conditions; (7) statement detailing your understanding of federal, territorial, and local environmental laws and regulations and familiarity and experience with environmental compliance procedures and regulations for the Texas and the U. S. Environmental Protection Agency; and (8) business size (large, small, small-disadvantage, 8(a),and/or women-owned). Elaborate proposals or pricing information is neither required nor desired. Cost data for the existing system is not available. A site visit is not planned. If additional data is necessary it will be provided by way of an amendment to this announcement. It should be noted that the RFIs for electric utility systems at different Defense Installations may be issued during the same time frame. A separate response to each RFI is required.
