- Description
- This solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.303, as supplemented with additional information included in this notice. This announcement constitutes the official notification for which quotes are being requested and a written solicitation will be issued. The solicitation document Request for Quotes (RFQ) 279-0043 and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation Circular 97-19. This procurement is being advertised as a fully competed procurement, under standard industrial classification code 8299, with a small business size standard of 500 employees. The Federal Bureau of Prisons, Federal Correctional Institution (FCI), Phoenix, AZ intends to award a Pre-release Counseling and Reading Skills contract to the contractor who submits the best value offer (a) within the City of Phoenix, County of Maricopa. This solicitation requires: 1).Special reading needs of inmates will be assessed and recommendation for remedial consideration will be provided to Pre-GED instructors for implementation. Contractor will provide coordination of the institution Pre-Release program for inmates as will as career counseling for inmates. 2). The Contractor is responsible to provide quality programs for inmates. Knowledgeable speakers for Pre-Release will likewise be monitored by the contractor. The Contractor is responsible for compliance to all Federal and institution regulations as well as coordination with other Institution departments on an on going basis. 3). The Contractor shall provide the combined mentioned services in Pre-Release coordination, career counseling and special reading assessment and remedial consideration to inmates for a total of 4 hours per day, 7:30 am -- 11:30 am, 3 days per week, Tuesday thru Thursday, for a total of 12 hours per week. The course will run for 52 weeks with 156 sessions a year. A session will consist of a 4 hour block of instruction.
