- Description
- The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm fixed price Job Order for the Overhaul of the Sea Going Dredge McFARLAND. The vessel is an all steel Seagoing Hopper Dredge. The vessel is 300 feet in length, with a beam of 72 feet, and a depth of 33 feet. The loaded draft of the vessel is 23 feet, 0.875 inches forward and aft, and a light draft of 15 feet, 3 inches forward, 16 feet, 6 inches aft. Gross tonnage is 6,036 tons loaded and 5,644 tons light. The Government will deliver the vessel in open water near the contractor's facilities. The work to be performed consists of the following: drydocking, utilities and services; cleaning and gas-freeing of fuel and oil storage tanks; rebuilding two ALCO model No. 251-C 12-cylinder main propulsion engines; inspection and repairs of the hopper door operating mechanisms; rebuilding of 34" and 26" knife-gate hydraulically-operated dredging valves; replacement of dredging and collection system piping and castings; rebuilding of 18' knife-gate hydraulically-operated collection system valves; replacement of the lower jetting valve discharge boxes and rebuilding of the lower jetting valves; repairs to the vessel's three auxiliary generators; replacement of the port and starboard controllable-pitch tailshafts; propeller hubs and propeller blades and seals and chlorination of the vessel's internal potable water system. Upon completion of the work, the vessel will conduct dock and sea trails prior to delivery back to the Government. Prospective contractors must have, or be capable of, entering into a Master Ship Agreement and have the required dry-docking capabilities for the vessel. The vessel is scheduled for operations along the East Coast of the United States. The area of consideration will include facilities between Maine and Texas and the East and Gulf Coast states. Prospective contractors must be listed in the Contractor Central Registration (CCR) to be eligible for award and will be required to accept the vessel within Fourteen (14) calendar days from notice of an award. Solicitation No. DACW61-01-B-0002 will be issued on or about 19 September 2000 with a closing date of on or about 19 October 2000 at 1415 hours. The vessel will be available from on or about 4 October 2000 from 0800 to 1600 hours for the purpose of conducting as site visit. Contractors are requested to notify Mr. Mark Saylor at least 24 hours prior to inspection to coordinate visit. If the location of the repair facility is outside the operating range of the vessel, those facilities outside of the range will have their bid surcharged per nautical mile based on the operating rates of the vessel. The total performance period for this procurement will be Forty-Five (45) calendar days. Liquidated damages may be applied for failure to complete the work within the designated performance period. A failure to complete Prospective contractors interested in receiving a solicitation are required to submit a written or faxed request (FAX (215) 656-6780) to the attention of Mr. Savoy. Prospective contractors are also required to send information on their drydock/graving dock capability and certification with their request for a copy of the solicitation. The submittal of a current dock certification with the bid proposal will be a factor in any award made. This office will not accept any telephonic requests for a copy of the solicitation. The Size Industrial Classification (SIC) code is 3731. This is an unrestricted procurement.
