Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation 626-00-19-jo is issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19: FAR 52.212-1 Instructions to Offerors; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and conditions Required to Implement Statutes or Executive Orders- This acquisition is unrestricted. SIC is 3433 and small business size standard is 500 employees. This requirement is to furnish, deliver, and install a Cooling Tower, Tower Tech Model TTEF-159-301-2 or equal for use at our facility. GENERAL SPECIFICATIONS Vendor shall supply factory assembled, mechanical draft fiberglass or stainless steel counterflow cooling tower. Galvanized metal is not acceptable. The overall tower dimensions shall not exceed 14' x 14' per cell. The tower shall be a minimum of two cells. Each cell must be capable of operating independently or in conjunction with other cells. All material & workmanship on tower structure shall be guaranteed for a minimum of at least five (5) years. PERFORMANCE The tower shall be certified by the Cooling Tower Institute and guaranteed to cool 1,950 GPM of circulating water from 95.00 F hot water temperature to 85.00 F cold water temperature at a 78.00 F entering wet bulb temperature. Performance deficits will be corrected at no cost by the tower manufacturer. The tower pump head shall not exceed twelve feet. A penalty of $2,000 will be added to total bid price for each additional foot of pump head. The installed fan horsepower shall not exceed 30.0 horsepower per cell. FAN EQUIPMENT -- Fans shall be axial flow, fiberglass propeller type with a minimum of six blades. The fans shall be mounted to stainless steel substructures. Galvanized metal is not acceptable. Each cell must consist of a minimum of four fans for fan zoning capabilities allowing energy savings to be realized during off design wet bulb temperatures. As an acceptable alternate, one larger fan can be provided so long as a variable speed drive control system is included in the base price. Non-corrosive ladders and handrails must be included for towers that utilize fan equipment in the upper area of the cooling tower. A corrosion resistant mesh guard to deter entry of person or objects in the fan area is required. Fans shall be guaranteed for a minimum of one year. MOTORS -- The motors shall be 460 volt, 60 Hz, 3 phase, single speed high efficiency motors. Maximum brake horsepower shall not exceed 30.0 horsepower per cell. Motors shall not be in direct contact with the natural elements. Therefore, induced draft towers must provide an industry acceptable covering over the motor(s). Towers utilizing a minimum of four fans per cell shall include NEMA 4 starter panels with disconnects and four point temperature controllers for fan zoning capability. Towers utilizing fewer than four fans per cell shall include variable speed drive control panels that are suitable for outdoor mounting. WATER DISTRIBUTION SYSTEM -- Water shall enter the tower through an enclosed, low pressure, non-corrosive header and lateral piping system. Water shall be evenly distributed over the fill media by evenly spaced and sized polymer nozzles. The nozzles shall produce a full pattern equally covering all of the fill media. A float type make-up water valve shall be provided by manufacturer. FILL -- Fill shall be cross-fluted film type, 10 mill, PVC material, impervious to decay, fungus and biological attack and conform to ASTM D-1784, Type 1, Grade 1, with a flame spread rating of not more than 15 per ASTM E-84. Fill sheets shall be self-spacing, supported on maximum spans of 7 inches. The fill shall be performance tested by the cooling tower manufacturer to provide single source responsibility and assure control of the final performance. DRIFT ELIMINATORS -- Drift eliminators shall consist of a single row of self-spacing, rigid PVC blades positioned so as to force three changes in air direction. The drift eliminators shall be assembled in removable sections to access the internal components of the cooling tower. The PVC shall conform to ASTM E-1784, Type 1, Grade 1, with a flame spread rating of not more than 15 per ASTM E-84. Drift losses shall not exceed .002% of the circulating water flow rate. STRUCTURE -- The tower structure casing and cold water basin shall be constructed of at least 32 oz/sq. foot of extruded FRP, and a minimum of 50 oz/sq. foot of pultruded FRP on the corner panels. Pultruded FRP shall be manufactured of premium isophthalic polyester resin and must have a flame spread rating of less than 25. The fiber reinforcement shall be unidirectional continuous glass fiber, continuos roving and mats, and even or non-woven glass fabrics made from type C or type E glass. All pultruded members shall include UV radiation inhibitors molded into the parts during the pultrusion process. All connectors shall be nylon with 15% impregnated fiberglass. All bolting hardware or metal parts shall be a minimum of 304 stainless steel. Galvanized metal is unacceptable. ACCESSORIES Motor control Panel (2) with Temp Control; Substructure Kit 1 foot high; Pre Wire Motors to J-Box; Indeeco 6KW Element, Control Panel and Sensor; Basin Cleanouts. Vendor shall also provide four (4) sets of shop drawings to be received four (4) weeks prior to shipment. Delivery is to be made to the Chief, A&MMS, VA Medical Center, 1310 24th Avenue South, Nashville, TN, within 45 days after receipt of order. Acceptance and Inspection at VA Medical Center, Nashville, TN. FOB Destination. Companies wishing to respond to this solicitation should provide this office with the following. Those companies not in possession of the clause in full text may contact this office and a copy will be faxed to you. In addition the bidder shall furnish as part of its bid all descriptive literature and technical data sheets necessary for the purchasing activity to determine whether the product offered meets the minimum salient characteristics/requirements of the solicitation. Failure to provide this information will cause your bid to be rejected as nonresponsive. Award of Best Value for the government contract will be based on ability to meets the requirement specified above, evaluation by end user, pricing, delivery period, and warranty.
