Description

(i) This is a sources sought notice for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. (ii) The solicitation number is FA2550-00-Q-0400 and is issued as a request for quotes (RFQ). (iii) The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18 and Defense Acquisition Circular 2000627. (iv) This requirement has no restrictions. The Standard Industrial Classification is 3812 and the Business Size Standard is 1500. (v) NONPERSONAL SERVICE: The contractor shall provide Cellular Telephone Air Time for period of performance 1Oct00 through 30Sep01. Cellular phone service is for Schriever AFB, CO 80912. The home area includes the greater Colorado Springs area north to Monument, south to Fountain, east to Ellicot, and west to Manitou Springs. The contractor shall provide Local Analog and Digital Air Time, Nationwide Roaming to include Colorado, Call waiting, Call Forwarding, Three Way Calling, No Answer/Busy, Mobile Data and Voicemail for Analog and Digital Equipment, Aggressive Long Distance and Roaming Rates, Caller ID, service to support Time Division Multiple Access (TDMA) Technology, Defense Switched Network (DSN) access on all cellular phones. (vi) 24 hour/7days a week customer service, support of 300+ cellular phones with the ability to handle increases on an as needed basis, and Activate and Deactivate cellular telephones at the request of the government. Optional features: as requested: service such as an additional access lines features and other services shall be called in telephonically by the government. If the request is made before 1200 hours, the service shall be provided no later than close of business the same day. If the request is made after 1200 hours, the service shall be provided no later than 0900 hours the following business day. There will be no service charge to establish or restore cellular service, to change numbers or optional features. Termination of one or more cellular telephone numbers/features shall be on an as needed basis at no additional charge to the government. Contractor shall respond to emergency requests to restrict outgoing calls on lost or stolen cellular phones within two hours of notification, 24 hours/7 days a week. Contractor shall provide monthly one detailed electronic invoice that reflects billing for airtime actually used. Preferred electronic method is CD-ROM. (vi) N/A (vii) This service will be required with all terms FOB destination from 01Oct00 through 31Sep01 at Schriever AFB, CO 80912. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies, with the following addenda: FAR52.232-33 Payment by Electronic Funds Transfer and DFARS 252.204-7004 Required Central Contractor Registration to this acquisition and a statement regarding any addenda to the provision. (ix) The provision at 52.212-2, Evaluation-Commercial Items applies with the following evaluation factors in descending order of importance, (1) technical capability of equipment configuration offered to meet the Government requirement (see Statement of Work), (2) price, and (3) delivery. . (x) Offerors must include with their offers a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications _ Commercial Items, and DFARS 252.212-7000, Offeror Representation and Certification _ Commercial Items. (xi) The clause at 52.212-4, Contract Terms and Conditions _ Commercial Items applies. (xii) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive _ Commercial Items, and DFARS 252-212-7001. Contract Terms and Conditions Required to Implement Statues or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply to this solicitation.
