- 17. This is an amendment to the original synopsis/solicitation #486707 to procure commercial items prepared in accordance with the format in FAR Part 12.6, as supplemented with the additional information included in this notice. This announcement constitutes a revision to the above referenced Solicitation # 0007. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is a Small Business Set-Aside. The associated Standards Industrial Code (SIC) for the procurement is 3821. SCHEDULE: The schedule is amended to add the following. The National Institute of Allergy and Infectious Diseases intends to add (2) additional high-density ventilated rack systems for housing mice. The rack systems must accommodate a minimum of one-hundred and forty (140) cages per rack and meet guidelines as set forth in the Institute of Laboratory Animal Resources' (ILAR) Guide for the Care Use of Laboratory Animals. Cages are to be made of polysulfone material and have a solid bottom with a minimum of seventy-five (75) square inches of floor space. Cage height needs to be a minimum of five (5) inches. Other equipment required with the systems include the appropriate 75% replacement cage sets if not already included in the cage rack system. Water bottles should be a minimum of 16oz constructed of polysulfone material. The sipper tubes must be 2.5" and straight. The stoppers must be made of neoprene. Delivery location is National Institute of Allergy of Infectious Diseases; Bethesda, MD 20892 and shall be inside delivery. FAR provisions and clauses that apply to this acquisition are 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-2, Evaluation Commercial Items; FAR 52.212.3, Offeror Representations and Certifications Commercial Items; FAR 52.212-4, Contract Terms and Conditions Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required Implement Statutes or Executive Orders Commercial Items. FAR 52.225, Buy American Act also applies. Offerors must include with their offer a completed copy of the provisions at FAR 52.212-3, Offerors Representations and Certifications Commercial Items. The Government intends to make a "best value buy" to the responsible offeror whose offer is most advantageous to the government. The evaluation criteria will involve three main subjects and will be weighted evenly on a one hundred (100) point scale. Criteria 1 The adequacy of housing as recommended by the ILAR Guide. This involves, but is not limited to, the recommended cage floor space, cage height and air flow capabilities. Criteria 2 Cost. The government is looking to purchase the best value for the money. Criteria 3 Functionality. Specific features tend to be manufacturer-specific. The NIAID will rate specific features of each manufacturer to the intended use of the rack system. These types of features include, but are not limited to, velocity of air flow to the micro-environment, air plenum design, visibility of animals in the cage, ease in disinfection and autoclaving the rack, power supply back-up in case of power outage to main facility, ease in cage docking and system service/maintenance.
