- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 53SBNB067072 is being issued as a request for quotation (RFQ) using simplified acquisition procedures. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-18. This acquisition falls under Standard Industrial Classification (SIC) Code 7372 and the related size standard is $18 million. This acquisition is unrestricted. The National Institute of Standards and Technology's (NIST's) Precision Engineering Division has a requirement for an integrated software package that shall provide robust quantitative calculated estimates of uncertainty for task-specific Coordinate Measuring Machine (CMM) measurements in compliance with ANSI/NCSL Z540-2-1997. This software package shall provide task specific CMM quantitative uncertainty prediction, complete with probability distribution of measurement results. The Contract Line Item Number CLIN 0001, Software license, meeting the minimum technical requirements and specifications listed below, forty (40) seats. The Software shall be Windows compatible, flexible, standalone application and run under the Windows 95/98/NT/2000 operating systems. The Software features shall include Computer Aided Design (CAD) interface. The Software shall have the ability to import ACIS format solid part models created on ACIS-based CAD systems. The Software shall have the ability to create ACIS format solid part models by boolean operations on all geometric elements found in manufactured workpieces, including but not limited to rectangular blocks, cylinders, spheres and cones. The Software shall have the ability to save ACIS format solid part models. The Software shall have the ability to view and manipulate rendered (Open GL shaded) and wireframe representations of ACIS format solid part models. Views will include 3-D as well as plan projections. Background color, entity color and reflectance properties to be user-selectable. Manipulations include translations, rotations and zooms. The Software features shall include a close association of Tolerancing with CAD Model. The Software shall have the ability to define tolerance features on the part model as consisting of one or more solid model surfaces. The Software shall have the ability to introduce tolerances for feature location, orientation, size, form and surface texture. The Software shall have the ability to automatically verify that tolerancing on the part is complete, consistent and unambiguous. The Software features shall have a close association with Datum Reference Frames (DRF) with CAD Model. The Software shall have the ability to create datum reference frames (DRF) based on specific tolerance features defined for the part model. A DRF may consist of a single (primary) datum, a pair of datums (primary and secondary) or a complete 3-D reference frame consisting of primary, secondary and tertiary datums. DRF can be built-up sequentially from tolerance features using a drag-and-drop graphical user interface. DRF features will be highlighted on the rendered or wireframe representations of the part by simply clicking on a datum frame in the list of DRFs. The Software shall have the ability to fit simulated measurement data points using least-squares algorithms for cylinders and planes. The Software shall have the ability to specify a sample point patterns for planes and cylinders. Grid patterns for planes may be either rectangular or hexagonal with a user-specified density. For cylinders these options also apply as well as an option for one or several circular cross-sectional levels of uniformly distributed points. The system will guarantee that points on feature surfaces do not lie in voids of those surfaces. The system will provide a means of graphically observing the sampling pattern with respect to the feature surface. The Software feature shall include Task-Specific Uncertainty Results Interface; display of 2 standard deviation value of uncertainty probability distribution; ability to view a histogram of Monte Carlo simulation measurement results for each toleranced characteristic of any feature (cylinder or plane) on the part under study. The Software feature shall have a Probe System Error Simulation; single probe, random errors or specified pseudo-gaussian distribution. CMM Error Simulation. This method is described in the paper "The Calculation of CMM Measurement Uncertainty via The Method of Simulation by Constraints," Proceedings ASPE: 443-446; 1997. The Software shall be able to enter test results from B89.4.1 (1997) for a CMM and on this basis to establish a suite of candidate CMMs having actual errors consistent with these results, and the ability to perform Monte Carlo simulations of part inspections using members of the suite of candidate CMMs. The successful offeror shall deliver CLIN 0001, FOB Destination to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899; delivery time shall be consistent with industry standards but should not be later than 120 days after receipt of the order. The Government intends to award one purchase order resulting from this solicitation to the responsible, responsive, technically acceptable, and lowest priced offeror whose offer conforms to the solicitation and will be most advantageous to the Government. Quotations will be evaluated to determine offerors' (A) Technical capability to meet or exceed the Government's technical specifications; (B) Past Performance; and (C) Price. Factors (A) and (B), when combined, are more important than factor (C). The offeror shall provide the Government technical support for 12 months. The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. All Offerors must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications- Commercial items with their offer, which can be down loaded from http://www.nist.gov/admin/od/contract/repcert.htm. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (11) 52.222-21, Prohibition of Segregated Facilities; (12) 52.222-26, Equal Opportunity; (13) 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; (14) 52.222-36, Affirmative Action for Workers with Disabilities; (15) 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; (17) (ii) 52.225-3, Buy American Act-North American Free Trade Agreement -Balance of Payments Program; and, (22) 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration. Other clause that apply to this acquisition is 52.227-19, Commercial Computer Software -- Restricted Rights. The Contractor warrants that each hardware, software and firmware product delivered under this contract and listed below shall be able to accurately process date data (including, but not limited to, calculating, comparing and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g. hardware, software, firmware) used in combination with such listed products properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contrary in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose non-compliance is discovered and made known to the contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance. All offerors shall submit the following: 1) Three (3) copies of quotation which addresses CLIN 0001; 2) Technical description and/or product literature including: (a) complete and detailed documentation for the software, and instructions for the use of the software; 3) Description of commercial warranty; 4) Two (2) copies of the most recent published price list; 5) A list of two (2) contracts/purchase orders completed during the past three (3) years for similar equipment with the following information: name of contracting activity, contract number, contract type, total contract value, contracting office and telephone number, e-mail address and program manager and telephone number; 6) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Item, see web site above; and, 7) Description of Software License Agreement, if applicable; "This is to advise you that if you intend to propose a software licensing agreement, it must comport with applicable Federal laws, regulations and otherwise satisfy the Government's needs".
