- Background "This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is a sole source requirement IAW FAR 6.302-1. This RFQ has the following line item: Renewal of AutoPLAN Support and Maintenance for 70 Licenses for 01 Oct 00-30 Sep 01, Renewal of AutoTEAM Support and Maintenance for 1830 Licenses for 01 Oct 00-30 Sep 01, and Enterprise Toolkit for 01 Oct 00-30 Sep 01. The support and maintenance will include free updates, new releases, upgrades and unlimited telephone, E-mail, and FAX access to the user's product support group. Proposals must price each line item listed above. Ship to: NAIC/SCD, 4180 Watson Way, Wright-Patterson AFB, OH. Delivery required NLT 01 Oct 00, FOB destination, net 30 payment terms. The following clauses and provisions apply: 52.212-1, 52.212-2(a) and 52.212-3. Inserts for 52.212-2(a) are technical, past performance, and price. Clause 52.212-4 and 52.212-5 shall be included with any offer. In accordance with FAR 13.106-2(b)(2), the Government may award without discussions. WPAFB intends to award to Tufan, Inc., 82 Pioneer Way, Mountain View, CA 94041. Authority: 10 U.S.C. 2304( c)(1), Justification: Supplies (or Services) required are available from only one or a limited number of responsible source(s) and no other type of supplies and services will satisfy agency requirements due to the proprietary nature of this requirement. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations tot he appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process and therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
