Description

The applicable NSNs for this procurement are 8405-01-434-0295(s)for Man's Coats and 8410-01-378-0030(s)for Woman's Coats. The military specifications are MIL-C-31006 dated 18 Feb 94 with Amendment 1 dated 25 April 94 and pattern dated 31 Jul 97 for Men's Coats and MIL-C-31005 dated 5 October 1994 and pattern dated 31 Dec 96 for Women's Coats. The purchase quantity for the Man's Coat is 72,000 Min-85,000 Max with three(3)additional term options. The purchase quantity for the Woman's Coat is 27,852 Min-33,433 Max with three(3)additional term options. The destinations are New Cumberland, Pennsylvania, and Albany, Georgia for both items. The delivery period is scheduled to begin 120 days after date of award. This solicitation will be issued as a Total Set Aside for Small Business Firms. All materials used in the fabrication of the end item are to be furnished by the contractor with the exception of the basic fabric(Cloth, P/W Serge AF SH 1620), which will be provided as GFM. Source selection procedures will be utilized. The following factors will be utilized in descending order of importance: PDM, Experience/Past Performance, Manufacturing Plan, Quality Plan, Socioeconomic Considerations and DLA Mentoring Business Agreements Program. The Government does not intend to use FAR Part 12 for this acquisition.
