Description
This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quotation is being requested and a written solicitation will not be issued. This request for quotation (RFQ), number 00E323366, is for the purchase and delivery of TeamMate 2000 Audit Workpaper Software. The Department of Health and Human Services (HHS), Program Support Center knows of only one source, Pricewaterhouse Coopers LLP, 400 Campus Drive, Florham Park, New Jersey 07932. The Contractor shall provide 573 user copies of Team Mate 2000. Team Mate 2000 will replace most manual documentation processes associated with: workpaper preparation, audit design, audit program and managerial review. This package shall have the capability to meet the following minimal requirements: 1) shall operate in a Windows 2000 environment including workstation and network; 2) shall operate or utilize Office Professional 2000 suite; 3) shall be capable of supporting over 700 users; 4) shall operate on a 300mhz pentium III notebook with 128k RAM; 5) shall be able to utilize software in a team format in order to share information between staff including supervisory review and electronic signoff in both standalone and networked environments; 6) shall have the capability of storing audit documents electronically and organizing the information for easy retrieval; including input, importing of electronic media and scanned images; and 7) shall be flexible enough to be used on financial statement, financially related and performance audits. Solicitation documents, provisions and clauses herein are those in effect through Federal Acquisition Circular 97-18. The provision at FAR 52.212-1, Instructions to Offerors -- Commercial Items (MAR 2000), and the clause at FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999), applies to this acquisition. Offerors shall submit a fully executed copy of the provision at FAR 52.212-3, Offerors Representations and Certifications -- Commercial Items (FEB 2000) with their offer. The clause at FAR 52.212-5, Contract Terms and Conditions Require to Implement Statutes or Executive Orders -- Commercial Items (AUG 2000), applies to this acquisition as well as the following clauses cited therein: FAR 53.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era (29 U.S.C. 793); FAR 52-222-36, Affirmative Action for Workers with Disabilities (29 U.S.C. 793); FAR 52.222-37, Employment Reports on Disabled Veterans of the Vietnam Era (38 U.S.C. 4212); FAR 52.225-3, Buy American Act -- Supplies (41.U.S.C.) and FAR 52.232-34, Payment by Electronic Funds Transfer -- Other than Central Contractors Registration (31 U.S.C. 3332). This notice is not a request for competitive proposals. Firms having the ability to provide the software, as stated above, shall provide clear and comprehensive information supporting its claim, inclusive of references listing contact person(s) and phone number(s); technical literature; GSA schedule, if applicable; and pricing. A determination by the Government not to compete with this proposed contact based upon responses to this notice is solely with in the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
