- Description
- This amendment revises the Broad Agency Announcement (BAA) N00140-00-BAA3339 that appeared in the August 21, 2000 issue of the Commerce Business Daily. 1. The date by which entities/consortia are urged to submit proposals contained in paragraph I. GENERAL of the subject BAA's Description is changed from September 29, 2000 to October 6, 2000. 2. Substitute "DLA eBusiness" for "Joint Electronic Commerce Program Office" and/or "JECPO" in each instance throughout the BAA. 3. Proposals submitted by foreign entities will be considered, subject to DFARS 225.7008. 4. Add the following to the BAA Description under EVALUATION CRITERIA AND THE BASIS FOR AWARD. Note that this section had been omitted from the original announcement: The Government will consider the quality of offeror's past performance. This consideration is separate and distinct from the Contracting Officer's responsibility determination. The assessment of the offeror's past performance will be used as a means of evaluating the relative capability of the offeror to successfully meet the requirements of the BAA. In determining the rating for the past performance evaluation factor, the Government will give greater consideration to the contracts which the Government feels are most relevant to the RFP. If the offeror's proposal is determined unacceptable in any of the technical evaluation factors , the proposal may not be considered for award. The Government reserves the right to award a contract to other than the lowest priced offeror. Cost reimbursement provisions may be incorporated in the resultant contract(s). For the purpose of preparing a cost/price proposal, the offeror shall assume that the basic period of performance shall be from 1 January 2001 through 31 December 2001 with four option periods as follows: Option I 01 January 2002 -- 31 December 2002 Option II 01 January 2003 -- 31 December 2003 Option III 01 January 2004 -- 31 December 2004 Option IV 01 January 2005 -- 31 December 2005 All correspondence and proposals concerning this BAA should be addressed to FISC Norfolk Detachment Philadelphia, 700 Robbins Avenue, Bldg. 2B, Philadelphia, PA 19111-5083.
