Description
Background "This requirement is for the development of a hydrogeomorphic (HGM) model for assessing wetland function in depressional wetlands at AEDC. The HGM process is the accepted standard for assessing wetland function in the Section 404 permit review process. AEDC will use the HGM model, once completed, to assess the potential impacts to wetland resources from proposed projects at AEDC. The model will also be used to evaluate potential improvements to wetland function that could be accrued from wetland restoration or enhancement projects. The performance period shall be 3 years from contract award. Tennessee Technological University Waters Center applied for and received a grant from the Environmental Protection Agency to develop the model based on Dr. Tom Robert's expertise and experience with the HGM model development process. Dr.Roberts is already working on the model development and AEDC's funding contribution will ensure that the 1800 acres of wetlands at AEDC are adequately represented in the model cost effectively. Tennessee Technological University Waters Center is considered to be the only known source of the above requirement. Authority 10 U.S.C. (C) (1). Justification: Supplies and Services required are available from only one known responsible source and no other type of supplies or services will satify agency requirements cost effectively. This is not a request for competitive proposals. No solicitation documents, specifications, or drawings are available. Simple requests for a RFP will not be considered an affirmative response to this synopsis. Interested parties may identify their interest and capability to respond to the above requirements.
