- Description
- This notice is combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 523-04-01 applies and is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-18. The standard industrial code is 7623 and the business size standard is $5M. This requirement is for a fixed priced contract for a base year period commencing October 1, 2000 through September 30, 2001, plus four (4) option years (10/1/01 -- 9/30/02, and 10/1/02 -- 9/30/03, 10/1/03 9/30/04 On the following HVAC equipment: Line item 1 (2)two EDPAC model CDXC-13, 12.5 ton; Line item 2, EDPAC model CDXW-12 10 ton; Line item 3 Liebert model FE363GA00 22 ton; Line item 4 McQuay model ALR195C; Line item 5 (4)four Glycol Pumps. The Contractor shall furnish all repair parts, replacement parts, labor, refrigerant, lubricants, filters, chemicals and make any necessary tests, inspections, repairs and adjustments as required to properly maintain these systems as set forth in the Manufacturers' Operating and Maintenance Manuals. The Contractor shall carry in stock an inventory of the commonly used repair and replacement parts to minimize downtown. These parts will include bearings, belts, and filters. The Contractor shall provide a detailed report after each inspection requirement plus any additional work performed by the Contractor, i.e. parts, labor time, adjustments, calibration, etc. The Contractor shall provide service with a response time no greater than one working day after notification by the Government on non-critical components of the building mechanical systems. The Contractor shall provide service with a response time no greater than three hours after notification by the Government The Contractor shall provide a copy of the signed service slip with each invoice. The provision at FAR 52.212-1, Instructions to Offerors Commercial Items applies. Addendum to FAR 52.212-1, Paragraph (b)(5): Offers shall provide an express warranty which at a minimum shall be the same warranty terms, including offers of extended warranties, offered to the general public. Express warranties shall be included in the contract. Provision 52.212-2, Evaluation Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price. To be determined technically acceptable, the offeror must provide references from a minimum of three (3) major, current accounts in the New England area for whom the offeror provides similar service. Offerors are required to complete and include a copy of the following provisions with their proposals: FAR 52.212-3, Offeror Representation and Certifications Commercial Items. Clause 52.212-4, Contract Terms and Conditions Commercial Items, applies with the following addendum clauses: FAR 52.217-5, Evaluation of Options; FAR 52.217-8, Option to Extend Services; FAR 52.217-9, Option to Extend the Term of the Contract, with Paragraph (a) completed as follows "The Government may extend the term of this contract by written notice to the Contractor within 30 days..." and Paragraph (c) completed as follows "The total duration of this contract, including the exercise of any options under this clause, shall not exceed four(4) years"; and FAR 52.232-18, Availability of Funds. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items applies to this acquisition. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price related factors. Quotes must include pricing for each option year as well as the base year, and evaluation for award shall be inclusive of the option years. Offers are due to the CO specified above by COB 4:30pm (EST) 09/18/00 at the address stated above. It is the offeror's responsibility to monitor this site for the release of amendments, if any. Hard copies of any amendments may be obtained from the CO POC, however, the closing date is as stated in this combinations synopsis/solicitation, inclusive or any amendments.
