Description
NASA/HQ plans to issue a 4 month extension (one month plus 3, one-month option periods) on a sole source basis to StellaCom, Inc. The extension is required to continue critical production, operations, and maintenance support services for the NASA Public Affairs office, while a new competitively awarded contract is being processed. Support services for this requirement include: audio/video production operations; radio and television productions; audio and video operations and engineering; audio and video library operations and management; and repair, service and maintenance of the facility's equipment. NASA/HQ intends to procure the services under the extended period, from StellaCom, Inc. The statutory authority for this sole source extension is U.S.C. 2304(c)(1)-Only One Responsible Source. Award of this extension to any other source would result in unacceptable delays. However, companies who believe they can provide theses services without any detrimental impact to the NASA Public Affairs operations, should fully identify their interest and capabilities within 15 days from the date of publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time, September 14, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this extension on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
