Description
This is a combined solicitation/synopsis for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number RFQ00Q0083 is being reissued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-18. This action is a 100% small business set-aside. The SIC code is 4953, and the small business size standard is $6 million CLIN 001: The U. S. Secret Service has a firm fixed priced requirement for the pickup and destruction of confidential and sensitive waste for the period October 1, 2000 through September 30, 2001. Services shall be provided one-day per week at six (6) locations within the Washington DC Metropolitan area. Charges shall be based on weight of collected waste per pound. Contractor shall be responsible for providing canvas carts; pickup from multiple locations, safety of all waste material through destruction; an audit trail and certification of destruction. Government shall be responsible for placing sensitive waste in burn bags; sealing burn bags via staples and/or tape; providing escort at each collection location; USSS representative will also witness destruction. The following FAR provisions are applicable to this RFP -- FAR 52.212-1, Instructions to Offerors -- Commercial (MAR 2000); FAR 52.212-2, Evaluation-Commercial Items (JAN 1999); FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (FEB 2000); FAR 52.212-4, Contract Terms and Conditions -- Commercial Items (May 1999); FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (JUN 2000) ; (additional clauses cited in 52.212-5 that apply to this acquisition are: (b)5,8,11, 12,13,14,15,23 Offerors must include a signed copy of the Representations and Certifications with their offers. Copies of the Representations and Certifications are available on-line at GSA's web page at www.arnet.gov/far. The contract specialist will not accept telephone call requests for copies of the FAR provisions. The Government intends to award a firm-fixed price contract to the responsible offeror whose proposal, conforming to the items listed herein, will be the most price advantageous to the Government. Award will be on an all-or-none basis with respect to the listed items. All offers, which shall include a include, a price proposal, and signed copy of the Representations and Certifications, shall be faxed to 202/406-6801 or mailed to the U.S. Secret Service, Procurement Division, 950 H Street, NW, Suite 6700, Washington, DC 20001 Attn: Renea Morton, for receipt not later than 12:00 PM, September 14, 2000.
