- Description
- The Government is interested in insulation removal technologies which can provide an efficient means of removing rubber insulation from the exterior hulls of 688 class submarines undergoing recycling. The rubber insulation is bonded to the hull in tiles with an epoxy compound. The tiles are approximately 22" by 22" with caulking between. All of the rubber and most of the epoxy adhesive must be removed. There are two types of rubber tile. Typical properties are shown below. Tile Type 1, Neoprene, Average thickness .327", Durometer (Shore A) 70+ or -- 5. Tile Type 2, Base: Natural Rubber / Coverply: Neoprene, Average Thickness .62" and .25", Durometer (Shore A) 45+or-5, 65+or- 5. The proposed processing technologies may include, but are not limited to, mechanical removal methods (e.g. improved scraping, grinding, etc.). Insulating material destruction: As a condition of any subsequent contract, any applied insulating material removed from the outer hull surface must be destroyed, either as result of the initial mechanical removal process or through a secondary process. This destruction of the removed material must meet the criteria listed below; Applied rubber insulating materials removed from the outer hull surface, excluding the sail, rudder, and other vertical surfaces, shall be destroyed to no larger then 1/4" in any direction. Any residue remaining on the hull in the processed areas can not exceed 1/4" in thickness. Applied rubber insulating materials removed from the sail, rudder, and other vertical surfaces shall be destroyed to no larger then 1/8" in any direction. Any residue remaining on the hull in the processed areas can not exceed 1/8" in thickness. Firms having demonstrated experience and expertise in this area should submit a statement of capabilities, including, at a minimum, previous experience, description of facilities, and personnel qualifications. This is not a request for proposal, nor is it an invitation for bid, and is not to be construed as a commitment by the government to ultimately issue an RFP, RFQ, or contract. The government will not cover any cost for preparation of information in response to this announcement nor pay preparation costs as a direct expense on any contracts, which may eventually result from this announcement.
