Description

The U.S. Department of Commerce (DOC), NOAA, intends to contract for Employee Assistance services to approximately 10,500 employees within DOC field offices serviced by four Administrative Support Centers (ASCs). These centers are the Eastern Administrative Support Center in Norfolk, VA; the Central Administrative Support Center in Kansas City, MO; the Mountain Administrative Support Center in Boulder, CO; and the Western Administrative Support Center in Seattle, WA. In addition, the Office of Finance and Administration (OFA) provides an employee assistance program to approximately 3,500 employees it directly services within the Washington, D.C. area. The following services will be required under the contract: 1. Clinical counseling and other life management assistance to DOC employees, their immediate family members, and anyone living within an employee's household who has an impact on the employee's well being; 2. Employee outreach and education programs; 3. Counseling and training for managers and supervisors; 4. A program for implementing the DOC Drug Free Workplace plan; and 5. Periodic reports which document the extent to which the required services were performed. These services are required in the United States, Alaska, American Samoa, Solomon Islands, Guam, and Hawaii. A fixed-price, requirements type contract for a 12 month base period and four twelve-month option periods is anticipated. The Solicitation will be issued on or about October 2, 2000. The Standard Industrial Classification Code is 8322. This is not set-aside for small business.
