- USDA's Agricultural Research Service (ARS) intends to contract for a Summer Food Service Program (SFSP) Implementation Study to obtain basic, detailed information about program characteristics, operations, administration, and meal characteristics. The Economic Research Service (ERS) is also interested in learning why approximately 15 million children from low-income families receive free or reduced-price lunches from the National School Lunch Program, but only about 2.1 million participate in the SFSP. Performance of this study will require the use of a specific design document developed by Mathematica Policy Reseach, Inc. (MPR) under a previous contract with ERS. The design document will be made available to any firm interested in the SFSP project. This notice serves to inform prospective offerors that MPR will not be excluded from participating in the procurement, should they choose to do so. ARS is taking sufficient measures to mitigate any conflict by releasing the design document to all potential offerors. Moreover, the agency is obtaining a waiver in accordance with Federal Aquisition Regulation 9.503. Questions regarding this issue may be addressed to Meghan B.
