- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; QUOTES are being requested and a written solicitation WILL NOT be issued. Solicitation number 01SQ307010 is issued as a Request for Quote (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 97-19. The Standard Industrial Classification (SIC) code is 7218 and the Business Size Standard is 10.5 million. Simplified Acquisition Procedures apply. This acquisition is unrestricted. The Bureau of Reclamation has a requirement for a firm fixed price for the following: A price per coverall (approximately 250 coveralls per week) for approximately 90 Hoover Dam female and male employees and a separate, second price for 11 Regional maintenance employees uniforms consisting of shirt and pants (approximately 11 of each). Please provide quotes for FY 01, FY 02, FY 03, and FY 04. Quotes will be evaluated on three factors (See evaluation factors at the end of this notice). The quoter may offer varying prices for the option years. STATEMENT OF WORK: ITEM 1 -- Vendor to furnish all labor, materials, and transportation necessary to provide and maintain rental work clothes for approximately 90 Hoover Dam female and male employees, based on a four (4) day work week. Work clothes shall be Postman Blue, 7 oz. Twill coveralls, long and short-sleeves (approximately 50/50 mix in sleeve length). Rental cost is based on the total inventory of work clothes each month. Rental cost on clothes returned and permanently removed from the inventory will be deducted from the government account. Cost of repairs to normal damaged work clothes will be borne by the vendor. If repair is not feasible, replacement work clothes will be provided by vendor at no additional cost to the government. Period of performance shall be provided from 01 October 2000 through 30 September 2001. The government may exercise the Option Clause (52.217-9). VENDOR PROVIDED ITEMS: (1) Vendor to make arrangements to properly fit each current and new employee to size of coveralls as necessary. (2) Vendor to provide the number of changes per employee per week, and a specific number of various sizes to be used as extras, according to list to be provided by the government. (3) Vendor to provide pick-up of soiled, and delivery of clean work clothes on a weekly basis and/or when requested, at no additional cost to the government. (4) Invoice soil ticket will be checked by vendor and the government representative at pick-up of soiled, and delivery of clean work clothes to verify proper count. Work clothes not returned within 2 weeks from the date of pick-up will be identified in writing to the vendor and is considered unacceptable under the contract agreement. (5) Pick-up and deliveries will be made weekly, during the regular work hours of 6:30 am -- 3:30 pm, Monday through Thursday, except holidays observed at government facilities. A specific day of the week will be agreed upon between the vendor and government representative at the beginning of the contract. GOVERNMENT FURNISHED ITEMS: (1) Initial list of work clothes needed, including employee name, number of changes, sleeve length request, and sizes. Also, number and sizes of extras. (2) Racks for hanging cleaned work clothes upon delivery. (3) Containers for soiled work clothes to be picked up. (4) Government representative to assist vendor with pick-up and delivery. (5) All changes such as additional employees, permanent removals, and/or size changes will be provided in writing by the Contracting Officers Representative (COR). ITEM 2 (Separate Quote) Vendor to furnish all labor, materials, and transportation necessary to provide and maintain rental work clothes for approximately 11 Regional maintenance employees, based on a five (5) day work week. Work clothes shall be 35/65 poly-cotton blend, grey short or long sleeved shirt and 35/65 poly-cotton blend charcoal side elastic pant. Rental cost is based on the total inventory of work clothes each month. All terms and conditions as specified in ITEM 1 shall be required for ITEM 2. The work clothes for ITEM 2 will be delivered to 400 Railroad Ave, Boulder City, NV. The following provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items with the following addenda: This will be a best-value procurement. The following factors shall be used to evaluate quotations (1) Past Performance (Please provide three references-with telephone numbers, and a contact person- that demonstrate the vendors capability to provide such a large quantity of work clothes (2) Cost -- per coverall and cost per shirt and pant and (3) Option year prices; FAR 52.212-3, Offeror Representations and Certification-Commercial Items (offers shall provide a completed copy of this provision at 52.212-3 with their quotation); FAR 52.212-4, Contract Terms and Conditions Commercial Items with the following clauses incorporated by addendum: FAR 52.247-34 F.O.B. Destination; FAR 52.217-9, Option to Extend the Term of the Contract and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items with the following applicable FAR clauses for paragraph (b): 52.222-26 Equal Opportunity; 52.222-35 Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36 Affirmative Action for Workers with Disabilities; 52.222-37 Employment Reports on Disabled Veterans and Veterans of the Vietnam Era.
