- U.S. Department of Energy Office of Fuels Development (EE-31) Cellulosic Ethanol Workshops for the Agricultural Sector: Logistics Contractor Solicitation The U.S. Department of Energy, Office of Fuels Development, through the Regional Biomass Energy Program, plans to conduct a series of one-day pilot workshops to educate the agricultural sector and the general public about opportunities to convert cellulosic agricultural products into ethanol to be used in transportation fuels. The Department of Energy and the Regional Biomass Energy Program invite proposals to assist in setting up, delivering, and reporting on these workshops. The Western Regional Biomass Energy Program, on behalf of the Regional Biomass Energy Program and the U.S. Department of Energy, will administer the contract. The selected contractor will help develop and deliver pilot workshops focussed on educating the agricultural sector about the benefits of producing ethanol from cellulosic feedstocks. The workshops will have a grass roots emphasis and will target farmers, ranchers, and organizations and businesses that support rural agriculture. The selected contractor will work the U.S. Department of Energy and agricultural groups and organizations in each geographic area to tailor the agenda for each workshop to meet the needs of agricultural organizations in the geographic region in which it is presented. Applicants may include individuals, businesses, for profit and non-profit organizations, government entities, and others able to provide the skills and knowledge needed to carry out the program objectives. Applicants are encouraged to form partnerships with others organizations and individuals to insure that all of the needed skills are available. The selected applicant must solicit the involvement of agricultural organizations including the Resource Development and Conservation Districts (R C & D's) located in the geographic areas where the workshops will be held. The selected team must include members with a publicly recognized ability to work in an unbiased manner with a wide variety of different types of farm organizations representing different points of view about agriculture. The team must be able to work with farmers and producers, a wide variety of farm organizations, local political subdivisions, and local and national agribusinesses. It is anticipated that the first two pilot workshops will be held in Nebraska, Kansas, Iowa, California or Minnesota and will be held in the later part of 2000 or the early spring of 2001. The experience of conducting these two workshops will be used to refine the content and delivery for workshops that may follow. There is no assurance of future funding. Funding available for proposals is anticipated to be no more than $61,750, subject to availability. Preference will be given to proposals which are cost competitive. Matching funds are not required. Proposals providing matching funds will be given additional ranking points. This request for proposals will initially be issued electronically at http://www.westbioenergy.org/rfpc2000.htm. Printed copies will be available and mailed upon request. Applications must be shipped or hand delivered to the offices of the Western Regional Biomass Energy Program at the Nebraska Energy Office, 1111 "O" Street, Suite 223, P.O. Box 95085, Lincoln, NE 68509-5085 to arrive no later than 4:30 p.m. CDT on Friday, September 29, 2000. Faxed or electronic submittals will not be accepted.
