Description
Note 22 (forty-five days is changed to twenty-three) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation N61339-00-Q-243R is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-19. This solicitation shall be awarded on a SOLE SOURCE basis to GE Global Controls Services, 3800 North Wilson Ave., Loveland, CO 80539. The SIC code for this solicitation is 8249 with a size standard of $5M. The following is required. Establish a Blanket Purchase Agreement (BPA) to provide training in Woodward Governor 2301A Power Generation Management System (WGPGM 2301A) to Navy personnel in the San Diego, CA, and Norfolk, VA, Fleet Concentration Areas (FCA). The product to be purchased under this BPA is a proficiently trained student, meeting the performance and course completion standards. The Contractor shall provide the personnel, supervision, management, materials and equipment, and instruction to meet the specified completion criteria identified within the course objectives. The Contractor shall keep the WGPGM 2301A course instruction current with the latest technology and evolving industry standards. The WGPGM 2301A course class length is 4 days and class size is estimated 6 students. Class scheduling is based upon an eight-hour working day. Classes shall be conducted Mondays through Fridays excluding Government Holidays unless otherwise approved by the LTA. Annual throughput is estimated and will vary year to year. The Contractor's instructors shall possess at least the minimum qualifications required by nationally acceptable industry or academic standards for certification as an instructor in their field of expertise per course requirements. Additionally, BPA Holder instructors shall undergo the Navy instructor qualification process and shall be certified in Cardiopulmonary Resuscitation (CPR). The Government will provide classroom facilities at both San Diego and Norfolk FCAs. Government facilities will be adequate to accommodate the BPA holder's provided equipment for the estimated class size of 6 students. No Government furnished equipment or student course materials will be provided under this BPA. The BPA Holder shall supply all training equipment and additional materials needed to satisfy course competency/performance requirements. Contractor access to military or Government facilities will be required in the performance of the training purchased under this BPA. Verification and concurrence of course completion/performance criteria shall be obtained from the LTA, thus, course monitoring by the Navy may occur at any time. The Contractor is required to conduct instructor and course evaluations using student critiques. NAVEDTRA 135, Appendix F should be used for guidance in developing student critiques. Government Subject Matter Experts (SMEs) for the Woodward Governor 2301A WGPGM will be made available through the San Diego FCA LTA to the BPA Holder for telephone and/or personal consultation I regards to technical course issues, reviews of course modifications, or updates. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5(DEV), 252-212.7000, 252.225-7001(DEV), 252.204-7004, "Required Central Contractor Registration. The following applies to 52-212-3: paragraph (c)(4) and (c) (5), (f), and (g) do not apply. A completed copy of the following must be included with the quote: FAR 52.212-3, DFARS 252.212-7000.
