- U.S. Department of Energy Office of Fuels Development (EE-31) Cellulosic Ethanol Workshops for Ethanol Producers: Logistics Contractor Solicitation The U.S. Department of Energy, Office of Fuels Development, through the Regional Biomass Energy Program, plans to conduct a series of one-day pilot workshops/meetings to educate ethanol producers about opportunities to convert cellulosic materials into ethanol to be used in transportation fuels. The Department of Energy and the Regional Biomass Energy Program invite proposals to assist in setting up, delivering, and reporting on these workshops. The Western Regional Biomass Energy Program, on behalf of the Regional Biomass Energy Program and the U.S. Department of Energy, will administer the contract. The selected contractor will help develop and deliver pilot workshops/meetings focussed on educating the ethanol plant owners and operators about the benefits of producing ethanol from cellulosic feedstocks. Community developers and other Individuals who may be interested in ethanol plant development will also be invited to attend. The most favorable economics for early deployment of cellulose to ethanol technologies may be in converting existing grain ethanol plants to cellulose to ethanol plants. Grants to study these issues have been provided to organizations involved in ethanol production by the U.S. Department of Energy and administered by the National Renewable Energy Laboratory. Most of these studies are completed. Presentations on the results of the studies would be beneficial in providing ethanol producers with needed information on the potential of converting existing plants. This project proposes to develop and implement two pilot workshop/meetings on converting existing ethanol plants to cellulosic ethanol plants. The overall purpose of the workshops will be to present key information to decision makers and plant operators. Armed with current, accurate information, it is anticipated that decision makers will be better equipped to assess their risks and move forward in deploying cellulose to ethanol new plants. The workshops will be organized in two distinct components that will be delivered on the same day. The first component will feature speakers in a workshop format to present information on cellulose to ethanol technologies and the results of the studies. The second will be a facilitated meeting to discuss the studies and consider what next steps are appropriate. Applicants may include individuals, businesses, for profit and non-profit organizations, government entities, and others able to provide the skills and knowledge needed to carry out the program objectives. Applicants are encouraged to form partnerships with other organizations and individuals to insure that all of the needed skills are available. It is anticipated that a contract for the work will be signed with only one entity and that entity may be subcontracting with others to provide all the skills and contacts needed. Proposals must include information on all suggested primary sub-contractors and letters from the subcontractors indicating their commitment to participate in the project. The successful applicant team will have demonstrated knowledge of the ethanol industry, knowledge of cellulosic ethanol technologies, and the ability to work with a wide variety of organizations. It is anticipated that the first two pilot workshops will be held in Nebraska, Minnesota or Iowa in the later part of 2000 or in spring of 2001. The experience of conducting these two workshops will be used to refine the content and delivery for workshops which may follow. There is no assurance of future funding. Funding available for proposals is anticipated to be no more than $42,750, subject to availability. Preference will be given to proposals which are cost competitive. Matching funds are not required. Proposals providing matching funds will be given additional ranking points. This request for proposals will initially be issued electronically at http://www.westbioenergy.org/rfpc2000.htm. Applications must be shipped or hand delivered to the offices of the Western Regional Biomass Energy Program at the Nebraska Energy Office, 1111 "O" Street, Suite 223, P.O. Box 95085, Lincoln, NE 68509-5085 to arrive no later than 4:30 p.m. CDT on Friday, September 29, 2000. Faxed or electronic submittals will not be accepted.
