Description
Note that this is a Sources Sought Notice. The purpose of this notice is identify capable performers. No solicitation has been released. Plans to release a solicitation will be forthcoming. The Defense Threat Reduction Agency (DTRA) is seeking competent performers in meeting the requirement to provide assistance to the Russian Ministry of Defense (MOD) for the movement of sensitive assets by train to support dismantlement and consolidation efforts under the Cooperative Threat Reduction (CTR) Program. The use of "Facilitating Agents" will be required to review MOD transportation plans, verify transportation costs and documentation, monitor the actual movement, and submit movement confirmation reports for a level of effort of about four train shipments per month. The use of a "Forwarding Agent" will be necessary to reimburse the costs and expenses for the movement following the confirmation of the completed movement. The Forwarding Agent designated by MOD coordinates and pre-pays the Russian Federation Railway Ministry (MPS) for the rail movements. The Contractor must have demonstrated logistics business relations and experience, within the past two years, with the following Russian Federation ministries: MPS and MOD. This will require that the contractor have or be capable of establishing the following two services within 30 days after contract award: (1) a business office located in Moscow capable of conducting business with the Russian MOD, the MPS, the Facilitating Agents and the Forwarding Agent; (2) a funds transfer mechanism to that office with the ability to transfer funds in rubles and U.S. dollars to Russian business entities in the course of business. The procurement for this effort will be structured and executed as a five-year contract, consisting of one base year and four one-year options. Exercising option years will be contingent upon program compliance and annual identification and validation of MOD's need for continued assistance for controlled materials transportation. A capabilities statement must be provided, which provides evidence of your capability for meeting the requirements stated above.
