- Description
- This is a combination synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation a written solicitation will not be issued. The solicitation number 00-SQ-34-0317 is issued as an RFQ. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This is a Small Business Set-Aside. Th Standard Industrial Classification Code (SIC) is 7353. The standard Size is $5. Million. The Bureau of Reclamation has a requirement for a four (4) month lease of a 10-inch Discharge Hydraulic Cutterhead Dredge equipped with minimum 350 Horsepower main engine; "Hofer" dredge suction relief valve or equal; capable of handling up to 3,000 feet of discharge line; and shall be able to withstand a Marine Survey" which is to be conducted by a certified Marine Surveyor who is familiar with hydraulic pipeline dredges. Delivery of the Dredge is desired by 09/22/00; however, alternate delivery dates will be considered and will be evaluated under the Technical evaluation factor. Cost shall include on-site training as required. Contractor shall provide a detailed Standard Operating Procedure for the operations and maintenance schedule. The Government intends to operate the dredge 24-hours per day 22 days per month. Actual pumping time will consist of 22 hours per day or 484 hours per month. The cut depth will be between10 feet and 12 feet. The elevation from water surface to the disposal site is 0 feet elevation. All normal wear and tear parts shall be replaced by the Government. A wear analysis of all the normal wear items i.e., cutterhead and pumps parts shall be conducted prior to start, and at time of return to the contractor to assure they are in like condition. The dredge shall be required to operate under a full load in hot dry desert temperatures of 120 degrees Fahrenheit. Contractor shall supply the Government a source to purchase replacement parts for the dredge pump. Unit shall be portable to allow transportation from Contractors facility to Beal Lake, Needles CA. Contractor shall bear all cost for transportation/freight. The Dredge shall have a service record for continuous heavy-duty operation and requires minimum maintenance. This requirement shall be evidenced by service records from the contractor. Delivery shall be made to the Bureau of Reclamation, Beal Lake, Needles CA. The Government reserves the right to perform an on-site audit of the successful contractors facility. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies to this acquisition; 52.212-2 Evaluation -- Commercial Items (Jan 1999) -- (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) price (ii) technical capability of the item offered to meet the Government requirement; and (iii) past performance (see FAR 15.304). Technical capability is considered to be ability to meet the minimum requirements, the spare parts availability, delivery time (leadtime) for spare parts and delivery (leadtime) timeframe for Dredge. Technical and past performance when combined, are equal to cost/price. Bidders shall submit the following 4 items with their quote: 1 A list of three (3) Relevant and recent references for past performance evaluation, the list shall include Name of Firm, Contact person, Phone number, and contract/purchase order number and date(s) supplies were provided; 2 A detailed diagram for the proposed item; 3 Specifications/literature of the proposed item including the information for Brand Name or Equal (Hofer dredge suction relief valve); 4 Notice/Acknowledgemnt from Contractor indicating a firm delivery date schedule based on the Governments ability to award a purchase order by 9/15/00; 5 A copy of the standard/customary lease agreement for the proposed item. Offerors shall include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with its offer. The clause at FAR 52.212-4 Terms and Conditions -- Commercial Items is applicable to this acquisition. FAR Clause 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders -- Commercial Items applies to this acquisition with the following clauses applicable (11), (12), (13), (14), (15), (16), (23). These clauses are incorporated by reference and a full text of any clause may be accessed electronically at the following address http://www.arnet.gov/far.
