Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in his notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The RFQ number is RFQ000265. The solicitation document and all incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-19. This requirement is a 100% small business set-aside, responses will be accepted only from qualified small businesses under standard industrial classification code 3448, the applicable small business size standard is 500. The following items are to be procured on a firm fixed price contract, desired delivery schedule is 60 days following contract award. The contract line items numbers and descriptions are: Item 0001: Qty 1 each Type 2 Magazine -- 7'x7'x7' Type 2 class ABC storage magazine with 30"x30"x30" attached cap magazine -- must have 3" lining, 4 each ATF padlocks keyed alike, 1 each lightning protection kit, 2 each 24" non sparking shelves on back wall. Item 0002: Shipping instructions for Item 0001 -- FOB Origin to Boston, MA. Item 0003: Qty 1 each Type 2 Magazine -- 20'x8'x8' Type 2, class ABC spec 3" lined 4 compartment magazine (magazine must be divided into 4 equal compartments with doors on 20' side and interior dimensions of each compartment approximately 4'Wx7'x7'H). Item 0004: 8 ATF padlocks keyed alike. Item 0005: 1 each Lightning protection kit. Item 0006: 24"w non sparking shelves centered on back wall of each compartment of Item 0003. Item 0007: Shipping instruction for Item 0003 through 0006 -- FOB Origin to Fresno, CA. Item 0008: Qty 1 each Type 2 Magazine -- 12'x8'x8' Type 2 class ABC, ATF spec. 3" lined magazine with center divider walls, 2 single doors mounted on 12' side and 2 each 30"x30"x30" Type 2 class ABC caps 1 mounted on each end, 8 ATF padlocks keyed alike, 1 each lightning protection kit including NFPA ground kit and 2 non sparking shelves on back wall of each compartment of Item 0008. Item 0009: Shipping instructions for Item 0008 -- FOB Origin to Birmingham, AL. The above Type 2 Magazines must meet or exceed all ATF standards (see 27 CFR 55.208). The following provisions are applicable to this acquisition: (a) FAR 52.212-1, Instructions to Offerors-Commercial, (b) FAR 52.212-4, Contract Terms and Conditions-Commercial Items, (c) FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, The provision at FAR 52.212-2 Evaluation-Commercial Items applies to this acquisition. Evaluation factors are (1) Technical Quality (2) Past performance (3) Price. Award will be made to the offeror that provides the best value to the Government. Award will be made on an all or none basis. Offerors are directed to include with their offer a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. Offers shall be submitted to Bureau of Alcohol, Tobacco, and Firearms, 650 Massachusetts Ave, Room 3290, Washington, DC 20226 no later than September 15, 2000, 3PM (Washington, DC local time). Quotes maybe faxed to 202-927-8688 or mailed. The quoted items must include price, best delivery time and product literature that list specifications.
