- Description
- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Responses to this notice should be provided in writing by 9/15/00, 2:30 PM PST. The solicitation document and incorporated provisions/clauses are those in effect through Federal Acquisition Circular 97-18. The Government intends to procure 3 EA TURN-KEY 3D DIGITAL NON-LINEAR EDITING SYSTEMS. EACH SYSTEM CONSISTS OF 1 EA 3D VELOCITY WORKSTATION WITH 650MHZ PROCESSOR, 256MB SDRAM, 9GB SYSTEM DRIVE, 9GB AUDIO DRIVE, SCSI CDRW, A/V BREAKOUT BOX, INSCRIBER CG WITH TITLE MOTION, SOUND FORGE V 4.5, RS-422 MACHINE CONTROL, SDI OPTION, & WINDOWS NT OS, FOSTEX STEREO SPEAKER PG, 72GB STORAGE SOLUTION, 10K RPM DRIVES; INCLUDES INSTALLATION, CABLES, TERMINATORS, SOFTWARE INSTALLATION, INITIAL TESTING, & ON-SITE TRAINING AT THE US MILITARY ACADEMY, WEST POINT NY. Standard commercial warranty required. The system shall be delivered and installed FOB destination 30 days after receipt of order. This procurement is not set-aside for small business participation. All responsible sources may submit a quote, which shall be considered by the agency. The brand named items have been identified as meeting or exceeding the Government's minimum requirements, but are not established as standards upon which other offered brand named items will be evaluated. If the equipment proposed is the same as in the solicitation (i.e., same manufacturer and part number), the offeror need only make a statement to that effect. If the offeror is proposing other manufacturers or part numbers, the offeror shall identify the manufacturer and part number. The offeror shall also provide complete technical data. It is the offeror's responsibility to provide sufficient technical data to allow the Government to determine if the proposed substitution meets the Governments needs. FAX to (916) 643-4032, ATTN: Don Neal. Hard copies of the faxed proposal must be received within 3 days of the fax. To be eligible to receive an award resulting from this quotation, Contractor must be registered with the Central Contractor Registration (CCR) database, NO EXCEPTIONS. To register, you may apply through the Internet at "http://ccr.2000.com". You must include your Dun & Bradstreet (DUNS) number in order to apply. The following provisions apply to this solicitation and, to the degree applicable, to any resulting contract. Clauses may be found on the Internet at http://www.arnet.gov/far, http://www.farsite.hill.af.mil, and http://www.dtic.mil/dfars . FAR 52.252-2, FAR 52.202-1, DFARS 252.204-7004, FAR 52.212-2 -- Award will be made to the low priced, technically acceptable offeror. Past performance will also be considered, but will be of lesser importance than the other two factors. FAR 52.212-3, FAR 52.212-4, and FAR 52.212-5, including the following sub-clauses, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232-33, DFARS 52.212-7000, and DFARS 52.212-7001, Agency Protests, also applies. The two following clauses will be in any order/contract resulting from this solicitation: MARKING INSTRUCTIONS: The Contractor shall attach two copies of a detailed packing list in each box or container with unlike items where the full description of the contents is not authorized or cannot be shown. Include one (1) copy of the packing list inside the box or container and attach one (1) copy of the packing list on the outside of the box or container. The outside of the box or container should also include the complete shipping address as provided in the schedule. The packing list shall contain the following information: (a) Package number and set number (if any) of the container. (b) A list of the contents which shows the quantity by item, item description, part number, type and size, unit of issue if other than each. (c) Failure to provide a packing list may cause non-acceptance and rejection of the material created by an inability to identify the contents in a shipment. PARTIAL DELIVERIES: Partial delivery refers to the partial shipment of a unit of issue of each line item. Partial delivery of any portion of an item is not authorized and will not be accepted. Each item, including all components and subitems, is to be delivered complete. Where sub-line items are reflected as component parts of an item, all sub-line items must be delivered simultaneously to form the complete item.
