Description

Subject to final approval, The Bureau of the Public Debt intends to acquire, on a sole-source basis through Ringwood Software Inc a software package that meets the following requirements. The software shall: 1. Allow a minimum of 400 user licenses and up to 3 system administrators. 2. Be user-friendly. 3. Be versatile and adaptable for development of procedures, user manuals, etc. 4. Provide the design of the e-Handbook which facilitate training by incorporating the university/course theme. 5. Be compatible with existing Call Center and Public Debt technology. 6. Be compatible with, and operable on PC workstations with the following minimum configurations: 1600 Mb HD, 133 MHz, Windows 95/98/2000, Word 2000, and 32 Mb RAM and servers with the following minimum configurations: NT 4.0 SP 6.1, ISS 4.0, SQL 7.0, 512 Mb RAM, and 6 Gb HD. 7. Provide print capabilities for producing hardcopies of created documents. 8. Allow flexibility so that Public Debt personnel can customize documents. 9. Administrators shall have change management and control capability of the e-Handbook. 10. Provide the capability to limit user access to system information. 11. Provide _access control levels_ (in addition to _read, write and delete_) so that specific documents can be limited to various individuals. 12. Provide _search_ capabilities such as key word indexing and flexible searching and cross-referencing. The software shall generate a return list of documents that matches the search criteria and provides ability to select from list and _return_ capability when navigating through the Index. 13. Automatically generate a table of contents. 14. Provide hot spots and flyovers to provide users with more detailed or related information on a topic. 15. Provide navigation tools or directories in view or on the same page 16. Provide a notes feature so that users are able to insert their personal annotations in documents 17. Provide bookmark capability. 18. Provide revision history which includes time, date, user and revision marks available to PSS, ability to revert to original document, call attention to revised text for user, and summary page of revisions. 19. Provide link-checking function which ensures all embedded links work and are accurate. 20. Provide capability to establish links to intranet/internet pages and documents outside e-Handbook document. 21. Provide a development region or directory for Administrators to make and test changes before copying to the production region/directory. 22. Provide _File locking_ to prevent unauthorized or conflicting changes to files. 23. Provide the capability to convert documents developed in Word 97/2000 with little or no modification to the original format. 24. Have the capability to import or link to Adobe PDF documents. 25. Allow customization of styles by developers to ensure design consistency. 26. Provide capability to track and produce site/access/use statistics 27. Provide technical support. 28. Contain flexible viewing (zoom and full page/form) capabilities. 29. Provide Page/print screen capabilities. 30. Provide single source document capability to allow for ease and simplicity of maintenance and version control. 31. Provide Windows compatibility so that material is presented in sizeable windows. No solicitation document is available. A request for documentation will not be considered an affirmative response. If no affirmative written response is received by close of business on September 14, 2000, to the effect that a comparable service is available, and that it is more advantageous to the Government than obtaining this package through sole-source contract, a sole-source award will be made.
