- Description
- The FISC Norfolk Detachment Philadelphia intends to acquire, on a sole source basis, software licenses and software license maintenance through electronic distribution for the following software products installed or to be installed in the National Imagery and Mapping Agency's network enterprise: 2,000 each Windows Operating System, Office Professional 2000 and BackOffice CAL; 160 each Windows NT/2000 server; 14 each MapInfo Professional; 2,000 each Perform/FormFlow filler; 3,900 each WinZip; 360 each BackUp Exec Server; 29 each BackUp Exec Exchange Agent; 31 BackUp Exec SQL Agent; 360 BackUp Exec Open Files Agent; 100 NetViz and 1 NetViz Web. Software licenses, maintenance and services, are required for the period from 15 September 2000 through 11 September 2002. The required software licenses, upgrades and new versions must be provided via electronic distribution technology (EDT) downloading from the Internet. EDT encrypts the software and creates an electronic container for transmission over the Internet. A password is then Emailed to the customer to unlock the encrypted container. EDT security features must include verification of authorized Internet domain, three levels of encrypted password verification, unlinked secure URL location, previously approved Email address for software unlock key, and self-checking containers to ensure product has not been infected with a virus or otherwise corrupted during shipment. All software updates, upgrades and new versions shall be available via Internet same day received from the publisher; notice of availability shall be sent to the end-user. The Government intends to procure the required electronic software licenses and software maintenance through a modification to contract N00140-98-D-2139 with Beyond.com. The subject contract was awarded to Beyond.com for the provision to NIMA of software maintenance through electronic downloading and distribution. Only Beyond.com can provide the required software licenses and maintenance that will meet NIMA's requirements to ensure consistency in software applications and processing. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by the specified response date of September 10, 2000 will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
