- Description
- NASA/GSFC plans to issue a firm-fixed-price (FFP) Request for Offer (RFO), on a sole source basis to SCI-TEC Instruments, Incorporated, in Saskatchewan, Canada. This procurement is for a Brewer Spectrophotometer MKIII, mounting and ancillary equipment needed for field observations and the standard training on the instrument as part of the ground-observing network. The spectrophotometer must be capable of measurements over the wavelength range 290 nm to 360 nm with at least 0.5 nm resolution. The instrument must be a double monochromator in order to meet the stray light rejection criteria needed (10 negative 6) for ground level measurements below 300 nm. The instrument must also have the following capabilities of: (1) measuring total column ozone in the direct sun mode using the normal A/B/C/D wavelength pairs; (2) measuring the zenith sky radiance over the same spectral range for use in an Umkehr ozone profile retrieval; (3) measuring the global ultraviolet flux at the ground over the same wavelength range; (4) being fully automated and allow remote operation; and, (5) being portable so that it can be easily transported to different field sites. SCI-TEC Instruments, Incorporated, is the only responsible source with the capability of manufacturing this spectrophotometer without unacceptable delay. Statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1) -- Only One Responsible Source. However, companies who believe they can provide these services without any detrimental impact to the program schedules supported by this work, should fully identify their interest and capabilities within 15 days after publication of this synopsis. See Notes: A, B, 22, and 26. Interested firms have 15 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
