Description
AMCOM proposes to acquire on an other than full and open competition basis, the engineering and support services for Comanche simulation/training activites. The effort will include the software and hardware support of the Comanche Portable Cockpit (CPC), the Advanced Tactical Combat Model (ATCOM), and other simulation/training devices; and support of unforseen simulation/training activities not included in the Comanche Engineering and Manufacturing Development Contract. The proposed contract will be a two-year requirements contract with a maximum value of $5 million. Orders issued under this contract will be priced using a time-and-materials (T&M) methodology. The Government has issued a draft RFP for contractor comment and anticipates formal release of the RFP by 30 September 2000. This acquisition is being conducted under the authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. Boeing Sikorsky Comanche Team (Joint Venture) designed and developed the CPC and ATCOM to meet specific Government requirements and have continued to develop improvements to these devices. Through this extensive experience, Boeing Sikorsky has acquired unique technical expertise and corporate knowledge with regard to these simulation/training devices, which are not contained in any technical documentation that could be transferred to another source.
