Description
The Mid-Pacific Region, U.S. Bureau of Reclamation, is soliciting for a contractor to develop a CALFED Bay-Delta Levee Risk Managment Analysis. A sample of tasks to be performed are as follows: Develop a Range of Alternatives for Scoping; Conduct Public Scoping for EIR/EIS; Draft EIR/EIS document for Internal Review; Circulate Draft EIR/EIS Document for Internal Review; Incorporate Internal Comments into Draft EIR/EIS; Prepare Responses to Comments and Final EIR/EIS Document; Circulate Final EIR/EIS Document; Complete CEQA Findings and NEPA Record of Decision. Technical proposals must be submitted and will be evaluated in addition to prices. Tradeoffs will be made among cost/price and non-cost factors; the Government may accept other than the lowest priced offer. Large business offerors must comply with the FAR 52.219-9 clause regarding the requirement for a subcontracting plan on the part of the work it intends to subcontract. The SIC code under which this procurement will be conducted is 8999, the size standard for which is $5.0M in annual receipts averaged over the past three years. The recommended goals for subcontracting are 15% for small business, 10% for small disadvantaged business, and 5% for woman-owned business.
